I wish everyone a very Happy Thanksgiving!  See you at the GNCC Holiday Parade on Saturday the 24th at 10:00am on Spring Street!  Santa is coming to town!

 

Our next Council meeting is Monday, November 26th at 6:00pm.  Note the start time change.

 

APPROVAL OF MINUTES

Lorraine’s office has prepared the minutes from the October 22nd Regular and Executive meetings for review.

 

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter.

 

COUNCIL & MANAGER REPORTS

 

ORDINANCES

There is one ordinance for 2nd reading and public hearing:

Ordinance 2012-26 will amend Chapter 100, Fees and Costs as we discussed.

 

There is one ordinance for introduction:

Ordinance 2012-27 will establish minimum and maximum salary ranges for all employees for 2013.

 

OLD BUSINESS

Jessica Caldwell, Town Planner, will be in attendance to discuss the tree bank ordinance.   

 

CONSENT AGENDA

Resolution #225-2012* will request permission from the DLGS for a dedication of rider for electronic receipt of fees.  

 

Resolution #226-2012* will appoint Ferraioli, Wielkotz, Cerullo & Cuva, P.A. as Newton’s Municipal Auditor for 2013.

 

Resolution #227-2012* will appoint The Buzak Law Group as Newton’s Environmental Attorney for 2013.

 

Resolution #228-2012* will appoint Ursula Leo, Esq., of Laddey, Clark & Ryan, LLP as the Town Attorney for 2013.

 

Resolution #229-2012* will appoint McManimon, Scotland & Bauman, LLC as Newton’s Bond Counsel for 2013.

 

Resolution #230-2012* will appoint James Prusinowski, Esq. of Knapp, Trimboli and Prusinowski, LLC as Labor Attorney for 2013.

 

Resolution #231-2012* will amend the current agreement in place with Fred Knapp, Esq., for Labor Attorney services.

 

Resolution #232-2012* will authorize the refund of redemption monies to an outside lien holder for Block 21.09, Lot 16 (formerly Block 1220, Lot 6).

 

Resolution #233-2012* will authorize the refund of redemption monies to an outside lien holder for Block 13.07, Lot 20 (formerly Block 1007, Lot 1).

 

Resolution #234-2012* will authorize executing a Shared Services agreement with the Township of Wantage for animal control and pound services for 2013.

 

Resolution #235-2012* will award the contract for the purchase of a 125 Gallon Melter Applicator with Compressor and on Demand Activated Pump Feature Diesel Fuel to Craftco, Inc.

 

Resolution #236-2012* will authorize the execution of an agreement with the Newton Parking Authority for 2013.

 

Resolution #237-2012* will authorize credits due utility accounts.

 

Resolution #238-2012* will approve 2012 appropriation transfers.

 

Resolution #239-2012* will authorize the release of a performance guarantee by Acquiring Enterprises, LLC based on the recommendation of the Town Engineer.

 

Resolution #240-2012* will award the purchase of a sweeper to W.E. Timmerman Co., Inc.

 

Resolution #241-2012* will approve bills and vouchers for payment.

 

Resolution #242-2012* will approve an agreement for the use of Stratford Lane inlet by Gull, LLC for drainage.
