There is a volunteer interview scheduled for 6:45pm on Monday, November 25th and our next Town Council meeting will follow at 7:00pm.
 

APPROVAL OF MINUTES

Lorraine's office has prepared the minutes from the October 28th Special, Regular and Executive meetings for consideration and approval.

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter. 

COUNCIL & MANAGER REPORTS

Members of the Greater Newton Chamber of Commerce and the Spring Street Merchants Group will be in attendance to discuss the proposed Christmas Market at the McGuire’s lot. 

ORDINANCES

There are two ordinances for public hearing:

Ordinance 2013-26 will authorize revisions to the Town’s Personnel Policies and Procedure Manual and Employee Handbook.

Ordinance 2013-27 will amend the recently enacted ordinance regarding returned checks as requested by Council. 

There are four ordinances for introduction:
 

Ordinance 2013-28          will designate Art Alley as a one-way street, from Spring Street to Trinity Street.

Ordinance 2013-29 will establish a new article in the Code Book, requiring background checks for recreation volunteers. 

Ordinance 2013-30 will establish minimum and maximum salary ranges to Town personnel for calendar year 2014.

Ordinance 2013-31 will establish regulations regarding water conservation as agreed to by Council.  

OLD BUSINESS
Fire Museum

CONSENT AGENDA
Resolution #195-2013* will authorize the submission of a grant application to the NJ Highlands Council for a feasibility grant. 
 

Resolution #196-2013* will cancel $20,000 in water and sewer capital reserve for the Energy Audit Improvements as this project is complete. 

Resolution #197-2013* will appoint Keith Mitchell as the Town’s Risk Management Consultant for 2014 and authorize executing an agreement for same.

Resolution #198-2013* will appoint the Town Manager as Fund Commissioner and Human Resources Coordinator as Alternate Fund Commission for the Town for the Statewide Insurance Fund.

Resolution #199-2013* will support a No Passing Zone on Route 206 as requested by the NJDOT.

Resolution #200-2013* will approve the purchase of a Thermal Imaging Camera for the Fire Department from FFI Professional Safety Service through NJ State Contract.

Resolution #201-2013* will approve appropriation transfers. 

Resolution #202-2013* will approve a change order for the Fire Museum Masonry Renovation Project to provide for protecting the exterior from winter weather. 

Resolution #203-2013* will authorize a refund to an outside lien holder for Block 15.01, Lot 12, 28 Townsend Street.

Resolution #204-2013* will confirm a refund to an outside lien holder for Block 19.03, Lot 13, 44 Mount View Street.

Resolution #205-2013* will approve bills and vouchers for payment.  

Resolution #206-2013* will approve the person-to-person and place-to-place transfer of the liquor license, from JC’s Grill House to Sake-Grapas, Inc.  This is step one of the process.   

Application* there are two applications for your consideration:
 

  1. An application for an on-premise pull tab raffle from the Loyal Order of Moose Lodge, #432, to be held January 1, 2014 to December 31, 2014.
  2. An application for a social affair from GNCC for a Christkindlmart (Christmas Market) to be held Friday, December 13 from 4:00pm to 9:00pm and Saturday, December 14 from 1:00pm to 9:00pm at the former McGuire Parking lot.
