Our next Town Council meeting is Monday, December 23rd at 7:00pm. A reminder that the Municipal Offices are closed on Tuesday, December 24th for Christmas Eve and Wednesday, December 25th for Christmas.

This will be the last newsletter of the year. The newsletter will return on Friday, January 10th.

APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the November 25th Special and Regular meetings and the December 9th Regular and Executive meetings for consideration and approval.

OPEN TO THE PUBLIC
This is for those who wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.

COUNCIL & MANAGER REPORTS
The winner of the Holiday Decorating Contest will be announced and presented with a certificate and prize by Mayor Ricciardo.

A proclamation for Eagle Scout Devan C. Mull will be noted for the record.

I will review the holiday office schedule.

I will review the Newton Fire Department reorganization plans.

ORDINANCES
There are four ordinances for public hearing:

Ordinance 2013-32 will revise Section 307-54 of the Code Book establishing weight limits on certain streets, prohibiting large trucks on Church St., Division St. and Linwood Avenue.
Ordinance 2013-33 will establish limits on the number of dogs allowable per household.
Ordinance 2013-34 will provide that any future changes to the Employee Handbook may be done by resolution.
Ordinance 2013-35 will revise the current Employee Handbook to reflect the discontinuation of health benefits for any newly elected officials of the Town.

CONSENT AGENDA
Resolution #240-2013* will reappoint Keith Mitchell as insurance agent for the Town for 2014.

Resolution #241-2013* will reappoint Dr. John Craddock to the Advisory Board of Health.

Resolution #242-2013* will reappoint Wayne Levante to the Economic Development Advisory Commission.

Resolution #243-2013* will reappoint Dennis Becker and Karen Schulte as Class C members of the Historic Preservation Commission.

Resolution #244-2013* will reappoint Greg Le Frois and Kent Hardmeyer to their positions on the Planning Board.

Resolution #245-2013* will reappoint Thea Unhoch to the Utility Advisory Board.

Resolution #246-2013* will authorize the release of executive session meeting minutes.

Resolution #247-2013* will reappoint Ferraioli, Wielkotz, Cerulla and Cuva as the Town’s Municipal Auditor for 2014.

Resolution #248-2013* will authorize executing an agreement with FWCC for auditing services with regards to LOSAP.

Resolution #249-2013* will cancel Trust Reserve balances into the Current Fund.

Resolution #250-2013* will reappoint Jessica Caldwell as Town Planner for 2014.

Resolution #251-2013* will reappoint Dave Simmons as Water Engineer for 2014.

Resolution #252-2013* will appoint our various attorneys for 2014.

Resolution #253-2013* will reappoint Marge Caffrey as Senior Citizen Coordinator for the Town for 2014.

Resolution #254-2013* with authorize executing an agreement with Holzhauer & Holenstein for appraisal services for State level tax appeals in 2014.

Resolution #255-2013* will appoint Richard Stein, Esq., of Laddey Clark & Ryan as the Alternate Prosecutor for 2014.

Resolution #256-2013* will authorize credits due water and sewer utility accounts.

Resolution #257-2013* will authorize executing an agreement with Daniel A. Colfax, Esq., for conflict public defender services for 2014.

Resolution #258-2013* will approve 2013 appropriation transfers.

Resolution #259-2013* will approve bills and vouchers for payment.

Applications* there are two applications for consideration:
1. An application for an on-premise raffle (Bingo and 50/50) from the Newton Pride Foundation to be held on Friday, February 21, 2014 from 6:00pm to 11:00pm at Newton High School.
2. An application for an on-premise raffle (50/50) from the Catholic Academy of Sussex County, Inc., to be held on Saturday, January 11th and March 29th from 6:00pm to 9:00pm at St. Joseph’s Regional School.

EXECUTIVE SESSION
Resolution #260-2013 will authorize going into closed session. I have one topic to discuss: (1) Contract Negotiations.

RESOLUTION
Resolution #261-2013 will authorize an amendatory agreement with Glen Lake Beach Club.
Resolution #262-2013 will authorize an amendatory agreement with Fox Hollow Lake Club.

THE WEEK IN REVIEW
Morris Lake was 29 inches below the top of the spillway on 12.16.13.

Performance evaluations for all of my department heads have been concluded.

The annual staff holiday party was very successful – thank you to all! Special thanks to Santa for making a special trip over to our soiree during this extremely busy time of year.

The annual SC EDP board luncheon was productive. The Vision 20/20 session with the County will be rescheduled in the new year.

My thanks to Chief Richards, Lt. Zappa, and Dave Dolan for their efforts with our dispatch meeting this week. I look forward to the continued dialogue with our colleagues from other communities.

Staff members have been notified about the 2014 SWOT analysis date/time/location.
