We will be having an Executive Session Monday, October 27th at 6:00pm to interview candidates that submitted proposals for Tax Appeal attorney.  Our next Council meeting will follow at 7:00pm with a second executive session to follow same.  

Lorraine's office has prepared the minutes from the October 15th Regular meeting for consideration and approval.

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter. 

Dawn Babcock will review the Best Practices Worksheet with you as required by State statute.  An electronic copy has been shared on the Google drive. 

Linda Murphy of LKM Consulting will give an overview of the Regionalization Study Executive Summary on the Department of Public Works.  

There are two ordinances for 2nd reading and public hearing:

Ordinance 2014-19 will revise the zoning map as previously discussed.

Ordinance 2014-21 is a fully funded water sewer capital budget improvement ordinance in the amount of $7,000.

There is one ordinance for introduction:

Ordinance 2014-22 will modify Art Alley to make a portion pedestrian only and a portion for two-way vehicular traffic only.

SID – I will make a PowerPoint presentation at the November 24th meeting.   

Resolution #193-2014* will authorize the execution of an employment agreement with Mike Richards for the position of Police Chief. 

Resolution #194-2014* will concur with the appointment by the Town Manager of several crossing guards. 

Resolution #195-2014* will approve Change Order No. 1 for the Diller Avenue, Stuart Street and Townsend Street portion of the Paving of Various Streets Project.  This will result in a decrease in the project cost by $1,284.04.

Resolution #197-2014* will approve the submission of a grant application and execution of said grant with the New Jersey Department of Transportation for the Liberty Street Project.

Resolution #199-2014* will approve the execution of a contract with William Grennille, LLC, for services of a licensed water operator for 2015.

Resolution #200-2014* will authorize credits due water and sewer utility accounts. 

Resolution #201-2014* will approve bills and vouchers for payment.

Resolution #202-2014* will authorize the conveyance of a police vehicle light bar to the 200 Club of Sussex County.

Resolution #203-2014* will authorize a refund due to a State Tax Court Judgment. 

 There is one application for consideration: 

  1. An application for an off-premise raffle (50/50) from Catholic Academy of Sussex County, 28 Andover Road, Sparta to be held January 10, 2015 and on March 21, 2015 from 6:00pm – 9:00pm at 20 Jefferson Street, Newton.  

Resolution #196-2014 will award the contract for LOSAP for the First Aid Squad to Lincoln Financial Advisors 

Resolution #198-2014 will establish a Length of Service Award Program “LOSAP” with Lincoln National Life Insurance Company and Lincoln Financial Group.





Resolution #204-2014 will authorize discussions on Personnel and to interview candidates for the position of Municipal Court Judge. 

Morris Lake was 27 inches below the top of the spillway on October 20th.

My thanks to everyone who supported the Country Cool Festival last weekend.  A great time was had by all.  We are in the planning stages for the 2015 event as we speak.

Letters have been distributed to the impacted municipalities on the 20% tax exempt list.

The PowerPoint has been finalized for the November 24th SID presentation.  Same will be posted on the website soon.  A postcard to commercial property owners will go out next week.

I was interviewed this week by Melissa Estock from WMBC on the water restrictions as well as the upcoming SID discussion.

I met with Officer Scott King to advise him of his upcoming promotion to the position of Police Sergeant.  We will have a brief swearing-in ceremony on November 10th.  I wish Scott well in his new endeavors.

Open enrollment for health insurance is coming up in November.

The final site plan was approved for the Moose Lodge/State Labor Building project at the Wednesday Planning Board meeting.

RPM will be at the November Planning Board meeting for final site plan approval.

The SCEDP Mayors’ dinner at Farmstead was well attended on Thursday evening.
