APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the February 23rd Regular and February 24th Special meetings for consideration and approval.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
There is one ordinance for 2nd reading and public hearing:
Ordinance 2015-4 will establish a CAP bank.
There are five ordinances for introduction:
Ordinance 2015-5 is a fully-funded general capital improvement ordinance for $25,000 towards the acquisition of a new fire truck. This is the additional funding needed to move forward on the E-803 replacement that was in last year’s capital budget.
Ordinance 2015-6 will eliminate run-off elections.
Ordinance 2015-7 will repeal Ordinance 2003-6; a memo on this has been shared with you on the Google Drive.
Ordinance 2015-8 will adopt amendments to the Merriam Gateway Redevelopment Plan with the comments from the Planning Board.
Ordinance 2015-9 will adopt the McGuire Redevelopment Plan.

Resolution #34-2015* will accept the certified list of qualifying LOSAP members for the Newton Fire Department for 2014.
Resolution #35-2015* will authorize an agreement with Byram Township to continue providing Tax Collection services to them through December 31, 2015.
Resolution #36-2015* will appoint Ernest Hemschot to the Planning Board as an Alternate Member.
Resolution #37-2015* will approve the salary increase for non-union personnel as established in the 2015 budget.
Resolution #38-2015* will modify benefit coverage for Scott J. Holzhauer.
Resolution #39-2015* will authorize entering into a Shared Services Agreement with the Sussex County Municipal Utilities Authority for a Certified Recycling Professional.
Resolution #40-2015* will authorize an appropriation reserve transfer.
Resolution #41-2015* will authorize the reduction in utility fees for the Grande Villaggio development on Sparta Avenue.
Resolution #42-2015* will approve bills and vouchers for payment.
There is one application for your consideration:
1. Application for a special permit for a social affair from the Sussex County Arts and Heritage Council, 133 Spring Street to be held on Saturday, May 2, 2015 from 4:00pm to 6:00pm.

THE WEEK IN REVIEW
Morris Lake was 18 inches below the top of the spillway on 3.2.15.
Interviews have commenced for the HR Director replacement.
We are still working on the pro-forma and PILOT options for the Hicks Avenue Redevelopment Project.
The Armory Conference Call was rescheduled from Thursday to March 16th.
