The annual Tree Lighting at Town Hall will be held on Monday at 6:00pm. Hope to see everyone here! Santa Claus is coming and we have some extra special decorations this year too!
There is an interview scheduled for 6:45pm on Monday night and our next Town Council meeting will follow beginning at 7:00pm. Ms. Member’s volunteer application has been shared with you on the Google Drive. There is one item for Executive Session that evening as well.
APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the November 23rd Special, Regular and Executive meetings for consideration and approval.

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS.
A proclamation for Ryan Holzhauer – Eagle Scout will be noted for the record. Deputy Mayor Diglio will be presenting the proclamation to Ryan on Sunday, December 13th. Congratulations!
Dawn Babcock will make a PowerPoint presentation on Finance department operations.
There are two (2) ordinances for public hearing and adoption:
Ordinance 2015-35 will establish minimum and maximum salaries for 2016.
Ordinance 2015-36 will amend Chapter 307 with regards to parking violations as discussed at our last meeting.
There is one (1) ordinance for introduction:
Ordinance 2015-37 will re-establish the residency requirement for the appointment of police officers as per Civil Service regulations.
Resolution #204-2015* will establish the Town Council meeting dates for 2016.
Resolution #205-2015* will concur with the Town Manager’s appointment of Special Law Enforcement Officers.
Resolution #206-2015* will appoint Joseph Carr as the Town’s representative to the Sussex County Water Quality Policy Advisory Committee
Resolution #207-2015* will designate Debra Millikin as the Public Agency Compliance Officer for 2016.
Resolution #208-2015* will appoint Adam Vough as the Town’s representative to the Sussex County Solid Waste Advisory Committee for 2016.
Resolution #209-2015* will designate Linda A. Roth as our Tax Search Officer for 2016.
Resolution #210-2015* will appoint the Town Manager as Hearing Officer in any matters of dispute for the Town in 2016.
Resolution #211-2015* will appoint Ferraioli, Wielkotz, Cerullo & Cuva (FWCC) as municipal auditors for 2015.
Resolution #212-2015* will authorize an agreement for FWCC for auditing of the LOSAP program.
Resolution #213-2015* will authorize an agreement between the Town of Newton and the Newton Parking Authority for 2016.
Resolution #214-2015* will designate the NJ Herald and NJ Sunday Herald to receive notices in compliance with the NJ Open Public Meetings Act for 2016. This is for posting of meetings.
Resolution #215-2015* will designate the NJ Herald and NJ Sunday Herald as legal newspapers for the Town for 2016. This is for legal advertisements.
Resolution #216-2015* will designate the Town Manager as the National Organization on Disability Representative for the Town for 2016.
Resolution #217-2015* will establish the rate of interest to be charged for delinquent taxes.
Resolution #218-2015* will cancel small balances of property tax refunds or delinquencies in the amounts less than $10.00.
Resolution #219-2015* will appoint members to the Local Emergency Planning Committee.
Resolution #220-2015* will designate the Town Manager, Treasurer and CFO to sign checks in 2016.
Resolution #221-2015* will cancel appropriation balances in the general capital fund.
Resolution #222-2015* will authorize auctioning of surplus property on Govdeals.com.
Resolution #223-2015* will appoint Ralph Carchia to the Utility Advisory Board.
Resolution #224-2015* will authorize executing an agreement with Holzhauer & Holenstein, LLC for appraisal services for defense of State level tax appeals.
Resolution #225-2015* will accept the Trinity Street Traffic Signal Improvement Project as final and complete.
Resolution #226-2015* will authorize the Tax Assessor, Town Attorney and Town Manager to act on the Town’s behalf with regard to tax appeals and assessments for 2016.
Resolution #227-2015* will designate the CFO/Finance Director as the individual authorized to sell Bond Anticipation Notes.
Resolution #228-2015* will appoint Deb Danielson as Action Alliance Coordinator for 2016.
Resolution #229-2015* will authorize executing an agreement for animal control and pound services with Wantage Township for 2016.
Resolution #230-2015* will designate banks as depositories for 2016.
Resolution #231-2015* will appoint Keith Mitchell as the Town’s Insurance Agent for 2016.
Resolution #232-2015* will reimburse certain Town employees/volunteers for vehicle expenses.
Resolution #233-2015* will authorize the sale of brine to other municipalities and the fee.
Resolution #234-2015* will transfer school monies for the period 1/1/16 – 6/30/16.
Resolution #235-2015* will authorize the release of Executive Session minutes for public viewing.
Resolution #236-2015* will approve renewal of a Junk Dealers License for 2015 for Newton Auto Exchange. (2015 is not a typo; it has taken awhile for all approvals to be granted)
Resolution #237-2015* will appoint Jessica C. Caldwell as Town Planner for 2016.
Resolution #238-2015* will transfer appropriation balance reserve for tax appeals and set up reserve on the current trial balance.
Resolution #239-2015* will approve a revision to the employee handbook regarding workers compensation, sick leave upon retirement and vacation pay upon termination.
Resolution #240-2015* will concur with the Town Manager’s appointment of Police Officers from Certification #OL151178.
Resolution #241-2015* will reappoint Hatch Mott MacDonald as Sewer Engineer for 2016.
Resolution #242-2015* will approve Change Order No. 1 for the Spring Street Improvements Project. This will reduce the contract by $9,378.20.
Resolution #243-2015* will appoint Marge Caffrey as the Senior Citizen Coordinator for the Town for 2016.
Resolution #244-2015* will approve the purchase of turn out gear for the Fire Department.
Resolution #245-2015* will approve the purchase of a 2016 Ford Expedition SSV 4x4 for the Fire Department.
Resolution #246-2015* will approve the appointment of our Municipal Attorney, Conflict Attorney, Environmental Counsel, Labor Counsel and Prosecutor for 2016.
Resolution #247-2015* will authorize the Tax Collector to hold a tax sale in 2016.
Resolution #248-2015* will reappoint Rev. Richard Carlson to the Advisory Board of Health.

RESOLUTIONS – NON-CONSENT
Resolution #257-2015 will accept the certified list of qualifying members of the Newton First Aid Squad (NFAS) for 2014 to receive LOSAP credits.
Resolution #258-2015 will approve waiving the Utility Fees for the NFAS for 2016.

THE WEEK IN REVIEW
Morris Lake was 40 inches below the top of the spillway on 12.7.15.
Town Employee Holiday Party is next Friday – please provide payment to Kimberly Williams!
Jo-Med has continued work this week on the sewer main on Stuart Street. There is approximately 30’ of pipe left to lay down reach the manhole. Work on the main should be completed by Monday. The new manhole will be installed at Stuart Street and Palmer Street next week. Work should be completed by the end of next week.
