Just a reminder the municipal offices will be closed Thursday and Friday, December 24th and 25th for the Christmas holiday.  Our next Town Council meeting is Monday, December 28th beginning at 7:00pm.

APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the December 14th Special, Regular and Executive meetings for consideration and approval.

OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter.

SWEARING-IN CEREMONY 
We have the swearing-in of our newest police officers, Edward Sperling and Russell Post.  Congratulations to both men – welcome aboard!

COUNCIL & MANAGER REPORTS

Winners of the Holiday House Decorating Contest will be in attendance.  The Mayor will present a certificate and gift to each of them. 

ORDINANCES
There is one (1) ordinance for public hearing and adoption:

Ordinance 2015-37 will re-establish the residency requirement for the appointment of police officers.

There are two (2) ordinances for introduction:

Ordinance 2015-38 will delete the provision requiring an annual or biennial dog canvass.

Ordinance 2015-39 will amend the Paterson Avenue Redevelopment Plan.  This amendment has been reviewed by the Planning Board and is shared on the Google Drive.  

OLD BUSINESS

CONSENT AGENDA
Resolution #260-2015* will appoint Robert B. McBriar, Esq. as Special Counsel for Tax Appeals, Jim Sloan, Esq. as Public Defender and Daniel Agatino, Esq. as Deputy Public Defender. 

Resolution #261-2015* will reappoint Ed Dudes to the Parking Authority. 

Resolution #262-2015* will reappoint Mark Maruska and Kevin Prendergast to the Economic Development Advisory Commission. 

Resolution #263-2015* will appoint Kacie Member as an Alternate Member of the Planning Board.

Resolution #264-2015* will reappoint Donald Vrahnos to the Utility Advisory Board. 

Resolution #265-2015* will authorize credits due water and sewer utility accounts. 

Resolution #266-2015* will reappoint Bond/Redevelopment Counsel for 2016. 

Resolution #267-2015* will authorize the public sale of 27 Orchard Street. 

Resolution #268-2015* will authorize a professional services agreement with Max Spann to coordinate the sale of 27 Orchard Street.

Resolution #269-2015* will cancel appropriation balances in the general capital fund. 

Resolution #270-2015* will authorize the refund of redemption monies to the outside lienholder for 40 Moran Street. 

Resolution #271-2015* will reappoint Excel Environmental Resources, Inc., as Environmental Engineer for 2016. 

Resolution #272-2015* will concur with the recommendation of the Utility Advisory Board for the allocation of water gallonage and associated fees for 178-180 Spring Street. 

Resolution #273-2015* will approve Change Order No. 2 for the Replacement of the Primary Settling Tank Drive and Covers project and also accept said project as final and complete. 

Resolution #274-2015* will reappoint David B. Simmons, Jr. as Water Engineer for 2016.

Resolution #275-2015* will reappoint Keith Mitchell as Risk Management Consultant for 2016. 

Resolution #276-2015* will appoint the Fund Commissioner and Alternate Fund Commissioner for the Statewide Insurance Fund.

Resolution #277-2015* will approve the execution of a Shared Services Agreement with Byram Township to provide Certified Tax Collection services for 2016.

Resolution #278-2015* will approve bills and vouchers for payment.

THE WEEK IN REVIEW
Morris Lake was 41 inches below the top of the spillway on 12.21.15.

Jo-Med has completed the sewer repair on Stuart Street.
