Happy New Year!

A reminder there are two interviews scheduled beginning at 6:30pm on Monday night and our next Town Council meeting will follow beginning at 7:00pm. Ms. Rochelle’s and Mrs. Dodd’s volunteer applications have been shared with you on the Google Drive.

APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the December 28th Regular and Executive meetings for consideration and approval.

OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.

SWEARING-IN CEREMONY
We have the swearing-in of our Newton Fire Department Officers for 2016.

COUNCIL & MANAGER REPORTS.
Dates for Budget Hearings – Saturday, February 6th and Thursday, February 11th
Date for Annual Joint TC/BOE Meeting – Tuesday, February 23rd at 6pm at BOE

ORDINANCES
There are two (2) ordinances for public hearing and adoption:

Ordinance 2015-38 will delete the provision requiring an annual or biennial dog canvass.

Ordinance 2015-39 will amend the Paterson Avenue Redevelopment Plan. This amendment has been reviewed by the Planning Board.

OLD BUSINESS

CONSENT AGENDA
Resolution #1-2016* will accept the certified list of LOSAP participants for the Fire Department for 2015.

Resolution #2-2016* will accept the 85 Sparta, LLC project as complete which you may recall involved the relocation of the 10” and 16” water transmission lines in Sparta.

Resolution #3-2016* will adopt the 2016 Temporary Budget and 2016 Temporary Water and Sewer Budget.

Resolution #4-2016* will reappoint Kellen Murphy, Esq. as Hearing Officer for issues involving landlords with disorderly tenants and Glenn Gavan, Esq. as the Alternate.

Resolution #5-2016* will recommend the submission of a Housing Element and Fair Share Plan to the Superior Court of New Jersey.

Resolution #6-2016* will approve the renewal of the taxicab owners’s license for Luis Arrazola t/a Champion Limo & Service Crop.

Resolution #7-2016* will approve the renewal of the taxicab driver’s license for Luis Arrazola.

Resolution #8-2016* will approve the initial taxicab driver’s license for Carmen Medrano.

Resolution #9-2016* will accept the Spring Street project by Tony’s Concrete as complete.

Resolution #10-2016* will accept the Milling and Paving of Trinity Street project by Tilcon as complete.

Resolution #11-2016* will approve the renewal of a junk dealer’s license for George’s Salvage.

Resolution #12-2016* will appoint ADP as our new payroll company.

Resolution #13-2016* will authorize a contract with Lyons Environmental Services, LLC to provide T-3 licensed operator services.

Resolution #14-2016* will approve bills and vouchers for payment.

THE WEEK IN REVIEW
Morris Lake was 39 inches below the top of the spillway on 1.4.16.

Memorandums were distributed to staff this week on the new staff meeting schedule as well as communication with new business owners.

The annual distribution of CEPA notices will commence this month.
Lots of interest in both the G&H property and McGuire’s redevelopment area. I will keep you posted.
