A reminder there is one interview scheduled beginning at 6:45pm on Monday night and our next Town Council meeting will follow beginning at 7:00pm. Ms. Butterfield’s volunteer application has been shared with you on the Google Drive. We have two (2) items for discussion in Executive Session.

APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the February 6th & 11th Budget Hearings and the February 8th Regular, Special and Executive meetings for consideration and approval.

OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.

COUNCIL & MANAGER REPORTS.

ORDINANCES
There is one (1) ordinance for public hearing and adoption:

Ordinance 2016-2 will establish a CAP Bank. This is an annual financial best practice.

There is one (1) ordinance for introduction:

Ordinance 2016-3 will establish regulations for parking on the brick pavers on Spring Street.

OLD BUSINESS

CONSENT AGENDA
Resolution #30-2016* will award the contract for the Proposed Spring Street Lighting Upgrades to High Point Electric, Inc.
.
Resolution #31-2016* will appoint Richard Krasnomowitz and Patrick Mckernan to the Economic Development Commission.

Resolution #32-2016* will approve 2015 appropriation reserve transfers.

Resolution #33-2016* will authorize credits due water and sewer utility accounts.

Resolution #34-2016* will approve bills and vouchers for payment.

Application* - On-Premise Raffle from SC Police Athletic League.

COUNCIL & MANAGER COMMENTS
Resolution #35-2016 will authorize entering into closed session to discuss a potential litigation matter (Newton Medical Center) and possible acquisition of real property.

THE WEEK IN REVIEW
Morris Lake was 30 inches below the top of the spillway on 2.15.16.

I hope everyone enjoyed their Presidents’ Day holiday!

My thanks to team members who participated in a very thorough review of budget cuts/revenue enhancements.

We had a productive TRC meeting with several applications moving on for Planning Board review.

Lots of developer interest in key parcels throughout Town – stay tuned!

We had our 2nd meeting on the UPSEU contract. I will advise as conditions warrant.
