My thanks to everyone assisting with the road collapse on Spring Street on Thursday afternoon.

Our next meeting is Monday, July 18th beginning at 7:00pm.

APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the June 27th Regular and Special meetings and the July 1st Reorganization meeting for consideration and approval.

OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.

COUNCIL & MANAGER REPORTS

ORDINANCES
There are three ordinances for public hearing and adoption:

Ordinance 2016-7 will establish parking and traffic regulations for Straway Boulevard.

Ordinance 2016-8 will amend the Property Maintenance Code as discussed.

Ordinance 2016-9 will add new job titles to our salary ordinance in order to best facilitate staffing in the Department of Public Works.

There is one ordinance for introduction:

Ordinance 2016-10 will extend the tax abatement program for another five years.

OLD BUSINESS

CONSENT AGENDA
If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all of the Consent Agenda items.

Resolution #124-2016* will transfer the Retail Consumption liquor license from Andre’s to the Newton Theatre.

Resolution #125-2016* will approve the purchase of the Jaws of Life for the Fire Department.

Resolution #126-2016* will authorize the Tax Collector to hold an electronic tax sale.

Resolution #127-2016* will establish fees for the electronic tax sale.

Resolution #128-2016* will determine the form and bond sale for general improvement bond in the amount of $4,979,000.

Resolution #129-2016* will authorize bills and vouchers for payment.

Resolution #131-2016* will provide for the combination of certain general improvement bonds. This resolution is done in conjunction with Resolution #128-2016 above.

Applications* there are two applications for your consideration:
1. An application for a special permit for a social affair from the Greater Newton Chamber of Commerce for Taste of Newton to be held on September 12, 2016, with a rain date of September 13, 2016.
2. An application for an off-premise raffle (50/50) from St. Joseph RC Church to be held October 28, 2016 at the Community Center.

RESOLUTIONS
Resolution #130-2016 will approve the purchase of a power load cot fastening system for the First Aid Squad. The mayor will recuse from voting on same.

THE WEEK IN REVIEW
Morris Lake is 28 inches below spillway. Water restrictions are still in place.

A reminder for staff to contact Kimberly Williams regarding the annual employee appreciation BBQ for Wednesday, July 20th.

The Liberty Street milling and paving project has been put on hold due to the Governor’s executive order. No bids were taken on the 13th. This will be re-advertised once we know funding can be utilized.

Our annual post-reorganization staff meeting was held up a Morris Lake this week.

My thanks to the DPW and Sign-A-Rama for coordinating the creation and installation of the Boresch Wrestling sign, downtown banner, and enhanced wayfinding signage.

Skoda will be in starting on July 24th at night installing a new gas main from Spring Street to Ryerson Avenue on Route 206. The project is expected to take about 5 weeks.

NJDOT sent out notice this week that the Route 206 paving project will commence July 21st. The Newton part of this important project will occur in 2017.
