Just a reminder the annual 9/11 Remembrance Ceremony is this Sunday, September 11th at 4:00pm at SCCC.  Always Remember - Never Forget. 

The Taste of Newton is Monday night so our next meeting is Wednesday, September 14th beginning at 7:00pm.

APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the August 22nd Regular and the Executive meetings for consideration and approval.

OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.

COUNCIL & MANAGER REPORTS
Straway Boulevard will be discussed. I have asked Chief Richards to be in attendance.

A proclamation for Childhood Cancer Awareness Month will be noted for the record.

ORDINANCES
There is one ordinance for public hearing and adoption:

Ordinance 2016-12 is a fully-funded bond ordinance for the Madison Street improvements.

OLD BUSINESS

CONSENT AGENDA
Resolution #153-2016* will support the School Funding Reform Plan as requested by the Newton School Superintendent Dr. Greene.

Resolution #154-2016* will cancel outstanding checks in various accounts.

Resolution #155-2016* will cancel and reserve certain appropriation balances in the Water and Sewer Capital Fund.

Resolution #156-2016* will authorize bills and vouchers for payment.

Application(s)* there is one application for your consideration:
1. An application for an off-premise raffle (50-50) form the HAS Camp Auxilium Learning Center to be held on December 10, 2016 from Noon to 1:00pm at 44 Ryerson Avenue, Newton.

INTERMISSION

DISCUSSION
Proposed changes to parking rates from the Economic Development Commission and Parking Authority will be discussed. Please see the email sent last week on same.

EXECUTIVE SESSION
Resolution #157-2016 will authorize entering into closed session for the Town Manager’s Performance Review.

THE WEEK IN REVIEW
Morris Lake is 37 inches below spillway. Water restrictions are still in place.

The preconstruction meeting for Fox Hollow Lake is on Wednesday, September 14th at 1pm.

Routine business discussed at my monthly Statewide Insurance Fund meeting.

Deb and Cory met on site with Faigon the contractor of the Trinity Street traffic lights. Faigon will be fixing the concrete where cracks have formed. Cory will be preparing a memo on same.
