Our next Town Council meeting is Monday night beginning at 7:00pm.

APPROVAL OF MINUTES
Lorraine’s office has prepared the minutes from the April 10th Regular meeting for consideration and approval.

OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.

COUNCIL & MANAGER REPORTS

ORDINANCES
There are two ordinances for 2nd Reading and Public Hearing:

Ordinance 2017-6 will amend certain fees for Minor Site Plans and permit additional uses in the T-6 Zone and add parking requirements for Assembly Uses. The memo from the Planning Board has been shared with you on the Google Drive.

Ordinance 2017-7 will amend certain fees related to Trailer Court operations.

There are two ordinances for introduction:

Ordinance 2017-8 is a fully funded Water Sewer capital improvement ordinance for the Sparta Avenue Pump Station Improvements.

Ordinance 2017-9 is a bond ordinance for the various capital improvements included in this year’s municipal budget.

OLD BUSINESS
Business Improvement District – Draft Ordinance for Discussion.

CONSENT AGENDA
Resolution #67-2017* will reject Bid #5-2017 for Cleaning Services as the bid submitted exceeded the budgeted amount.

Resolution #68-2017* will approve Change Order No. 2 for the Fox Hollow project extending the deadline for completion to April 30th.

Resolution #69-2017* will approve bills and vouchers for payment.

Resolution #70-2017* will appoint Alex Majewski as a Regular Member of the Planning Board, currently he is serving as an Alternate.

Resolution #71-2017* will authorize credits due utility accounts.

Resolution #72-2017* will approve the submission and execution of a grant to NJDOT for Federal Funding for the Madison Street Sidewalk Improvement Project so it includes specific required verbiage.

Resolution #73-2017* will approve Change Order No. 1 for the Replacement of Rotating Biological Contactors Project at the WWTP.

Resolution #74-2017* will approve reimbursements of health insurance benefit premiums to William Hagaman based on applicable law.

Application(s)* - a membership application for Nicholas J. Mandara to join the Newton Fire Department.

EXECUTIVE SESSION
Resolution #75-2017 will authorize entering into closed session.

THE WEEK IN REVIEW
Morris Lake is 4 inches above spillway as of April 17th.

We received training on our new Civic Plus website version 5.0 yesterday and look forward to its unveiling in May.

Many thanks to Joe Butto, Bernie Hattersley, DPW, and PD for securing the unsafe structure at 120 Spring St.

A reminder that we still need volunteers for Neighbors Helping Neighbors VII on Saturday, April 29th from 8:30am to Noon. Refreshments and t-shirts provided! Non-union part-timers will receive payment for their time and non-union full-timers will receive compensatory time. Please contact Jennifer Dodd.
