Lorraine’s office has prepared the minutes from the July 17th Regular & Special meetings for consideration and approval.

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
Our newest Police Sergeant Thomas Muller will officially be sworn-in.
COUNCIL & MANAGER REPORTS
There are two (2) ordinances for 2nd reading and public hearing:
Ordinance 2017-13 will designate the authority to approve the granting of raffle and bingo license to the Town Clerk.
Ordinance 2017-14 a bond ordinance to providing a supplemental appropriation of $250,000 for the Fox Hollow project.
There are three (3) ordinances for introduction:
Ordinance 2017-15 will amend Chapter 3-13 of the Code Book regarding the Deputy Town Manager position.
Ordinance 2017-16 is an ordinance to eliminate certain fees with the Clerk’s Office and Planning Office.
Ordinance 2017-17 will lower the fees for coin-operated arcade games, motion picture theaters and pool/billiard tables.
Resolution #138-2017* will cancel Capital Appropriation Balances on completed projects.
Resolution #139-2017* will authorize credits due water and sewer utility accounts.
Resolution #140-2017* will award a contract to Mott MacDonald for the Sparta Avenue Raw Sewage Pump Station Replacement Project.
Resolution #141-2017* will award a contract to Mott MacDonald for the System Wide Sanitary Sewer Inspection, Condition and Rehabilitation Plan.
Resolution #142-2017* will amend the current Court contract with Green Township to cap the dedicated escrow account at $4,000.
Resolution #143-2017* will authorize Change Order No. 1 for the Proposed Improvements to Liberty Street (sidewalk improvement portion) with Your Way Construction.
Resolution #144-2017* will authorize awarding a Required Disclosure Contract (formerly “Non-Fair and Open”) to Access Control Technologies, Inc.
Resolution #145-2017* will authorize renewing our membership in the Statewide Insurance Fund.
Resolution #146-2017* will approve the sale of 24 Lawnwood Avenue in the amount of $11,000 with a 10% buying premium for a grand total of $12,100.
Resolution #147-2017* will revised the amount of school monies transferred for the period July 1 – December 31.
Resolution #148-2017* will authorize extending the deadline for paying 3rd quarter taxes to August 25th.
Resolution #149-2017* will approve Krogh’s Industrial/Commercial Wastewater Discharge application.
Resolution #150-2017* will accept and authorize the execution of a grant by the State of NJ, Department of Law and Public Safety for the Detective Matthew L. Tarentino Community Policing Grant Program in the amount of $10,000 for the #NotEvenOnce program at Newton High School.
Resolution #151-2017* will authorize Change Order No. 1 for the Proposed Improvements to Liberty Street Project by Tilcon New York.
Resolution #152-2017* will authorize awarding a Required Disclosure Contract to Northwest Building Supply, Inc. for the purchase of new overhead garage doors.
Resolution #153-2017* will cancel Current Revenue Receivable and Appropriation Balances related to the Tax Collector Shared Services Agreement with Byram Township.
Resolution #154-2017* will authorize Change Order No. 1 with Your Way Construction for the Madison Street Project to extend the completion date to September 26, 2017.
Resolution #155-2017* will authorize Change Order No. 2 with Your Way Construction for the Madison Street project for the necessary removal of three (3) street trees.
Resolution #156-2017* will authorize amending the current Shared Services Agreement with Hardyston Township to include Plumbing Sub-Code services.
Resolution #157-2017* will approve bills and vouchers for payment.
Resolution #158-2017* will insert the $10,000 grant for Resolution #150-2017 into the current budget.
Resolution #159-2017* will designate officials to sign checks.
Application(s)* there are two applications for approval:
1. An application for an off-premise raffle (merchandise) from the Newton Medical Center Foundation to be held on November 11, 2017 at 6:30pm at 175 High Street, Newton, NJ.
2. An application for an off-premise raffle (50/50) from St. Joseph R.C. Church to be held on October 27, 2017 at 7:00p, at 20 Jefferson Street, Newton, NJ.
Resolution #160-2017 will support a Sussex County Consolidated School System.
