A friendly reminder there are four (4) interviews scheduled to be held prior to our next Council meeting beginning at 5:45pm for the position of Municipal Judge (3) and Planning Board member (1). Information has been shared with you on the Google Drive. Please note the three interviewees for judge are the only three who properly followed the instructions of the RFP. Our next Town Council regular meeting is Monday, October 23rd beginning at 7:00pm.

APPROVAL OF MINUTES
Lorraine’s office has prepared the minutes from the October 11th Regular & Executive meetings for consideration and approval.

OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.

COUNCIL & MANAGER REPORTS

ORDINANCES
There are two (2) ordinances for 2nd Reading and Public Hearing:

Ordinance 2017-19 is a fully funded Water Sewer Capital Improvement ordinance for the repair of two (2) clarifiers at the sewer treatment plant.

Ordinance 2017-20 will amend the parking regulations on Halsted Street at the request of the Police Department.

OLD BUSINESS

CONSENT AGENDA
Resolution #203-2017* will authorize an increase in the not to exceed amount for the non-fair and open contract for Gold Type Business Machines for the year.

Resolution #204-2017* will amend the not to exceed amount in the agreement with Jim Prusinowski for legal counsel.

Resolution #205-2017* will concur with my appointment of a school crossing guard.

Resolution #206-2017* will refund redemption monies to an outside lien holder for Block 9.02, Lot 12.

Resolution #207-2017* will authorize the award of required disclosure contract (non-fair and open) with JMC Environmental for well monitoring.

Resolution #208-2017* will approve bills and vouchers for payment.

Resolution #209-2017* will authorize a credit due to a utility account.

COUNCIL & MANAGER COMMENTS

EXECUTIVE SESSION
Resolution #210-2017 will authorize entering into Executive Session to discuss potential litigation – School Funding Reform Act.

RESOLUTION
Resolution #211-2017 will authorize the Town Attorney to work with the Board of Education attorney to research a Complaint against the State of NJ for failure to meet the requirements of the School Funding Reform Act of 2008.

THE WEEK IN REVIEW
Morris Lake is 8 inches below the top of the spillway as of October 16, 2017.

Departments are ready to assist with the Fall Festival scheduled for tomorrow on Spring Street from Noon-4pm.

Plans are underway for the Lower Spring Street event on Thursday, November 2nd from 6:30pm-9:00pm.

I attended the bi-annual meeting with Sen. Oroho and Assemblyman Space in Branchville.

Kimberly and I have broken the Town out into business districts for our visits which will commence shortly.

Our marketing team worked this week on a draft schedule of events for 2018. Budgets will be prepared as the next step.

Several of us visited Seton Hall to listen to the progress report on the marketing surveys. Next step is the creation of an online survey.
