A reminder, due to the frigid temperatures, the Rabies Clinic has been rescheduled for January 20, 2018. Our next Town Council regular meeting is Monday, January 8, 2018 beginning at 7:00pm.
APPROVAL OF MINUTES
Lorraine’s office has prepared the minutes from the meetings from December 27th for consideration and approval.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
The Mayor will swear-in our new Municipal Court Judge. Hon. James P. Sloan.
We will break briefly for our new Judge to take pictures.
COUNCIL & MANAGER REPORTS
A representative from the Paulinskill Wildlife Management Area will be in attendance to give a 5-minute presentation.
Jessica Caldwell, Town Planner, will be in attendance to discuss the MOU with Community Options. A copy of the MOU has been shared with you on the Google Drive.
Each Councilmember can give an update on various items/meetings or Board/Commission actions that have taken place recently.
There is one ordinance for introduction:
Ordinance 2018-1 will re-appoint Harold E. Pellow & Associates, Inc. as Municipal Engineer.

Resolution #1-2018* will adopt the Temporary Operating and Water and Sewer Budgets for 2018.
Resolution #2-2018* will authorize bills and vouchers for payment.
Resolution #3-2018* will appoint Jarrod C. Cofrancesco, Esq. as Alternate Municipal Prosecutor.
Resolution #4-2018* will concur with my appointment of Donald J. Meisinger, Jr. as a police officer. This is needed for his entrance into the police academy.
Resolution #5-2018* will authorize our new Deputy Court Administrator and Municipal Judge to sign court checks.
Resolution #6-2018* will award the contract for Sewer Engineer to Mott MacDonald.
Resolution #7-2018* will award the contract for Water Engineer to David Simmons of Harold E. Pellow & Associates, Inc.
Resolution #8-2018* will amend the meeting dates for 2018 to correct the May meetings.
Resolution #9-2018* will authorize payments to Schwartz Edelstein Law Group, lead counsel for the school funding litigation.
Resolution #10-2018* will award the contract for Environmental Engineer to Excel Environmental Resources, Inc.
Resolution #11-2018* will authorize the agreement for professional services for Municipal Public Defender.
Resolution #12-2018* will award the contract for Planner to J. Caldwell & Associates, LLC.
Resolution #13-2018* will authorize the agreement for professional services for Municipal Legal Counsel.
Resolution #14-2018* will award the contract for Redevelopment and Bond Counsel to McManimon, Scotland & Baumann, L.L.C.
Resolution #15-2018* will approve the renewal of Junk Dealer license for Newton Auto Exchange.
Resolution #16-2018* will approve the renewal of Junk Dealer license for George’s Salvage Company.
Resolution #17-2018* will authorize the agreement for professional services for Appraisal Services to Holzhauer & Holenstein.
Resolution #18-2018* will authorize the agreement for professional services for Special Legal Counsel for Tax Appeal Matters.

Resolution #20-2018* will appoint George Wink as a Regular Member of the Planning Board.
Resolution #21-2018* will appoint Katherine Quinn as Newton’s Certified Court Administrator effective January 22, 2018. She will be sworn-in at the January 22nd meeting.
