APPROVAL OF MINUTES
Lorraine’s office has prepared the minutes from the February 26th Regular meeting for consideration and approval.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.
There are three ordinances for 2nd Reading and adoption:
Ordinance 2018-4 will amend certain fees as discussed.
Ordinance 2018-5 will authorize a franchise renewal for Elizabethtown Gas.
Ordinance 2018-6 will bond additional monies for the Firehouse 2 project based on the bids received.
1. Spring Street Parking Analysis – no update
Resolution #72-2018* will authorize the award of a required disclosure contract with Harold E. Pellow & Associates, Inc., for construction management and inspections services for the Firehouse #2 Renovations project.
Resolution #73-2018* will authorize the release of a performance bond and maintenance bond for Block 3.04, Lot 14 (Kohl’s).
Resolution #74-2018* will authorize the release of a performance guarantee and maintenance guarantee for Block 3.03, Lot 5 (Applebee’s & Holiday Inn).
Resolution #75-2018* will award the bid for the Dam Site #2 Improvements to T.R. Weniger, Inc.
Resolution #76-2018* will authorize executing a service contract with PALL Corporation of the microfiltration system.
Resolution #77-2018* authorize bills and vouchers for payment.
INTRODUCTION OF 2018 BUDGET
We will introduce the 2018 Municipal and Water & Sewer Utility Budget. The hearing will be on April 9th.

Morris Lake is 3 inches above the top of the spillway as of March 5, 2018.
Many thanks to all staff who worked tirelessly during the past two storms (and entire winter for that matter) to keep Newton running smoothly and safely.
Jennifer and I are reviewing the applications received for the various internship positions and look to conduct phone interviews on same later this month.
There are seven (7) declared candidates officially on the ballot for three (3) Town Council positions in May. Best of luck to all candidates and kudos to individuals who care enough about Newton’s future to sacrifice their time and talent to run for office at any level of government. Public service is not an easy task but is very rewarding.
A reminder that the staff St. Patrick’s Day celebration will be next Friday at Noon – my thanks to Sherri for coordinating same.
Our Community Development Director, Kimberly Williams, has worked on some great flyers/posters for the St. Patrick’s Day Parade and post-parade sales! Keep an eye out for the flyers/posters in various stores throughout the Spring Street area. Many thanks to the merchants who are participating in same. We hope for great weather and prosperous sales for all! The parade is on Saturday, March 17th at 11:30am.
KKPR is working on a fillable PDF form for the new event checklist authorized by Resolution #51-2018.
RPM is looking at April dates for the official grand opening of the Newton Town Centre building – I will keep you posted as we get closer.
