The next regular Town Council meeting is Tuesday, July 17, 2018 at 7:00pm.

APPROVAL OF MINUTES

Lorraine’s office has prepared the minutes from the June 25th Regular and July 1st Reorganization meetings for consideration and approval.

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes and limited to one turn at the microphone.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter.

COUNCIL & MANAGER REPORTS

Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.

ORDINANCES

There are two (2) ordinances for 2nd Introduction:

Ordinance 2018-16 will revise parking on Plainfield Avenue.

Ordinance 2018-17 is a fully funded Capital ordinance in the amount of $50,000 for preliminary planning and redevelopment.

OLD BUSINESS

None.

CONSENT AGENDA

Resolution #155-2018* will cancel the Capital appropriation balance for the NJ DOT grant for Liberty Street.

Resolution #156-2018* will appoint Kathryn Walker as the Action Alliance Coordinator for the remainder of 2018.

Resolution #157-2018* will amend the Capital budget.  This is done in conjunction with Ordinance 2018-17 above.  

Resolution #158-2018* will authorize the award of a required disclosure contract with Suburban Propane, LP.

Resolution #159-2018* will authorize the award of a required disclosure contract with W. Campbell Supply of Sussex County, LLC.

Resolution #160-2018* will authorize the auction of surplus property no longer needed for public use through GovDeals.com.  We are auctioning the rear seat of a Ford Explorer.

Resolution #161-2018* will authorize credits due utility accounts as recommended by the Utility Advisory Board.

Resolution #162-2018* will authorize doing a reverse auction for our natural gas supply.

Resolution #163-2018* will authorize payment of bills and vouchers.

Resolution #164-2018* is a resolution supporting the defense of Town officers and personnel in the pending actions files by Wayne Levante and Dr. Ludmilla G. Mecaj, et. al.

Application(s)* there is one application for your consideration:

 

  1. An application for a Special Permit for Social Affair from the Greater Newton Chamber of Commerce to be held on September 10, 2018 from 6:30pm to 9:30pm on Spring Street.  Mrs. Diglio will recuse on same.

EXECUTIVE SESSION

Resolution #165-2018 will authorize going into Closed Session to discuss Litigation regarding the Government Records Council (GRC) compliant.

THE WEEK IN REVIEW

Morris Lake is 7 inches below the top of the spillway as of July 9, 2018.  

Special thanks to Mayor Le Frois and Councilman Dickson for joining us at my monthly staff meeting.  This one was held at Morris Lake – thank you DPW for setting it up and thank you Dave Simmons for the tour.

Routine business discussed at this month’s Statewide Insurance Fund meeting in Parsippany.

We had a great meeting this week with SCCC to discuss their immediate and future plans for the McGuire’s Redevelopment Area.  We look forward to working with them on mutually beneficial goals and objectives.
