The next regular Town Council meeting is Monday, August 13, 2018 at 7:00pm.

APPROVAL OF MINUTES

Lorraine’s office has prepared the minutes from the July 17th Regular and Executive meetings for consideration and approval.

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.

COUNCIL & MANAGER REPORTS
Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently. I have a proclamation to be noted for the record. A copy has been included in your packet.

ORDINANCES
There are two (2) ordinances for 2nd Reading and Public Hearing:

Ordinance 2018-16 will expand the parking restrictions on Plainfield Avenue during school hours for safety reasons.

Ordinance 2018-17 is a fully funded Capital ordinance in the amount of $50,000 for preliminary planning and redevelopment.

OLD BUSINESS
None.

CONSENT AGENDA
Resolution #167-2018* will affirm the issuance of a $1,925,000 Bond Anticipation Note (BAN).

Resolution #168-2018* will approve the 2017 balance for the snow removal appropriation to be lapsed into the trust for snow removal.

Resolution #169-2018* will authorize the insertion of monies from the Municipal Alliance Grant to be inserted in to the 2018 budget.

Resolution #170-2018* will authorize the payout of vacation and sick leave time to Shawn Burke.

Resolution #171-2018* will authorize payment of bills and vouchers.

Resolution #172-2018*
will extend the date the payment for 3rd quarter taxes are due. We received the certified tax rate on July 16, 2018, and bills were mailed on July 18th. A twenty-five day extension makes the due date August 14th.

Resolution #173-2018* will appoint our Qualified Purchasing Agent by name, Sean P. Canning.

1. An application for a Special Permit for Social Affair from the Newton Memorial Post 5360 Veterans of Foreign Wars to be held on September 8, 2018 from 12:00 pm to 8:00 pm on 85 Mill Street, Newton, NJ.

COUNCIL & MANAGER COMMENTS

EXECUTIVE SESSION
Resolution #174-2018 will authorize going into Closed Session to discuss contract negotiations involving bargaining agreements with the PBA/SOA. Our Labor Counsel, Jim Prusinowski,, Esq., will be in attendance. His memo on the matter has been shared with you on the Google Drive.

THE WEEK IN REVIEW
Morris Lake is 6 inches above the top of the spillway as of August 6, 2018.

Don’t forget to enjoy the showing of Despicable Me 3 at Memory Park this evening at 8:00pm!

We met with Senator Oroho and his staff this week to discuss how to move the boarding house legislation forward. We hope things will move in a positive direction for us sooner rather than later.

Routine business discussed at this month’s Statewide Insurance Fund meeting.
