Monday night we have the joint meeting with the Newton BOE beginning at 6:00pm, followed by our next regular Town Council meeting at 7:00pm. A copy of the BOE agenda has been shared with you on the Google drive.

APPROVAL OF MINUTES
Lorraine’s office has prepared the minutes from the September 12th Regular meeting for consideration and approval.

OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.

COUNCIL & MANAGER REPORTS
Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.

ORDINANCES
There are two ordinances for introduction:

Ordinance 2018-18 will change the Code Book to reflect the results of the July 31, 2018 Special Election moving the municipal elections to November.

Ordinance 2018-19 will establish a Trap, Neuter, Release (TNR) program for cats.

OLD BUSINESS
None.

CONSENT AGENDA
Resolution #185-2018* will cancel the remaining appropriation for the Madison Street project.

Resolution #186-2018* will award the contract for water testing to Garden State Labs through the competitive contracting process. The contract will be for 5 years.

Resolution #187-2018* will authorize credits due utility accounts.

Resolution #188-2018* will support the NJDOT Route 206 Rockfall Mitigation project in the Town of Newton.

Resolution #189-2018* will approve bills and vouchers for payment.

INTERMISSION

DISCUSSION
1. Sewer Line Inspection Project – Mott MacDonald will be in attendance to discuss this project with you.

EXECUTIVE SESSION

THE WEEK IN REVIEW
Morris Lake is 1 inch above the top of the spillway as of September 17, 2018.

Special thanks to the employees who participated in the great Sussex County Day event!

I had my quarterly meeting with Dr. Greene to talk about all of the great happenings at the Board of Ed and Town. We are prepared for a productive discussion on Monday at 6:00pm here.

Two applications were discussed at the monthly TRC meeting.

It was very interesting to attend the multi-board meeting at Vo-Tech regarding the SCCC/McGuire’s project in downtown Newton.

Today we had a meeting regarding the Spells on Spring Street event scheduled for after the annual holiday parade. I will keep you posted.

Ursula, Terri and Lorraine met to begin the renewal process for the SECTV Franchise.
