Our next regular Town Council meeting is at 7:00pm, on Monday, November 26, 2018. A friendly reminder there are five (5) interviews scheduled to be held prior to our next Council meeting beginning at 5:00pm for the position of Sewer Engineer. You have been given copies of the RFP’s submitted.
Lorraine’s office has prepared the minutes from the October 22nd Regular meeting for consideration and approval.
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
The owners of 33 Mill Street are appealing a decision by the Utility Advisory Board on their request to waive a late penalty. Supporting information has been shared with you on the Google Drive. The penalty is $3,628.70.
Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.
There are two ordinances for 2nd Reading and Public Hearing:
Ordinance 2018-20 will adjust water and sewer connection fees as discussed.
Ordinance 2018-21 will amend requirements in the SD-3 Zone including the comments from the Planning Board.
There are two ordinances for introduction:
Ordinance 2018-22 will amend certain parking regulations related to parking in municipal parking lots.
Ordinance 2018-23 will establish salary and wage ranges for calendar year 2019.
Resolution #208-2018* will authorize a refund for a disabled veteran at 18 Douma Drive.
Resolution #209-2018* will appoint the Town Manager as Fund Commissioner and Jennifer Dodd as Alternate Fund Commissioner for the Town of Newton in the Statewide Insurance Fund.
Resolution #210-2018* will concur with the Town Manager’s Appointment of Special Police Officers for calendar year 2019.
Resolution #211-2018* will authorize the sale of surplus items on GovDeals.
Resolution #212-2018* with authorize the annual agreement with the Newton Parking Authority.
Resolution #213-2018* will authorize the execution of an updated employment agreement with Police Chief Michael S. Richards as per the recommendation of the Town Manager.
Resolution #214-2018* will cancel appropriation balances in the water and sewer capital fund.
Resolution #215-2018* will renew the taxicab driver’s license for Glenn T. Spicer.
Resolution #216-2018* will renew the taxicab driver’s license for Doragail Spicer.
Resolution #217-2018* will renew the taxicab owner’s license for Doragail Spicer t/a DADS Taxi & Limo.
Resolution #218-2018* will refund redemption monies to an outside lien holder for 74-A Trinity Street.
Resolution #219-2018* will refund redemption monies to an outside lien holder for 120 Woodside Avenue.
Resolution #220-2018* will authorize the redemption of a Town held lien for Block 13.03, Lot 10.
Resolution #221-2018* will approve the vacation and sick leave payout for Joseph Sapio.
Resolution #222-2018* will renew the Town’s Fund Balance Policy.
Resolution #223-2018* will renew the Water and Sewer Utility Fund Balance Policy.
Resolution #224-2018* will approve 2018 appropriation transfers.
Resolution #225-2018* will approve bills and vouchers for payment.
Application(s)* there is one application for your consideration:
1. Bryan Lee Farence, 99 Woodside Avenue, Newton for membership into the Newton Fire Department.
1. Chief Richards will give a brief overview of the Police Department.
2. Dawn Babcock will give an overview of our Best Practices, Parking Authority and a few other items of interest.
3. John Scheri will give an update on the Sparta Avenue Pump Station. Information has been shared with you on the Google Drive.
Resolution #226-2018 will authorize a discussion on the Town Manager’s Annual Performance Review.
Morris Lake is 4 inches above the top of the spillway as of November 19, 2018.
