Our next Town Council regular meeting is Monday, February 25, 2019 beginning at 7:00pm.
APPROVAL OF MINUTES
Lorraine’s office has prepared the minutes from the February 6th & 9th Budget meetings and the February 11th Regular and Executive meetings for your consideration and approval.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.
ORDINANCES
There is one ordinance for public hearing:
Ordinance 2019-1 will amend the regulations for generators. Since the Newton Planning Board meeting was canceled due to inclement weather and they were therefore unable to review the ordinance, it needs to be carried to the March 25th Town Council meeting. Ursula will so advise.
We have one ordinance for introduction:
Ordinance 2019-2 will establish a CAP Bank. This is an annual procedure.
OLD BUSINESS
CONSENT AGENDA
Resolution #66-2019* will authorize using a three-year average tax collection rate for the 2019 budget.
Resolution #67-2019* will authorize entering into a Shared Services agreement with the County of Sussex for the maintenance and repair of Traffic Signals.
Resolution #68-2019* will adopt the Cable Franchise Ascertainment Renewal Report with SECTV. This is part of the franchise renewal process. A copy of the report has been shared with you on the Google drive.
Resolution #69-2019* will authorize entering into a contract with Mott MacDonald to conduct a water effect ratio study for the wastewater treatment plant.
Resolution #70-2019* will authorize refund of redemption monies to an outside lienholder for Block 11.01, Lot 14 also known as 216 Woodside Avenue.
Resolution #71-2019* will authorize refund of redemption monies to an outside lienholder for Block 14.04, Lot 7 also known as 9 Lawnwood Avenue.
Resolution #72-2019* will approve 2018 appropriation reserve transfers.
Resolution #73-2019* will authorize entering into a contract with Suburban Consulting Engineers, Inc., to conduct a feasibility study on the Pool at Memory Park.
Resolution #74-2019* will authorize entering into a contract with Suburban Consulting Engineers, Inc., to conduct a feasibility study on the drainage at the Babe Ruth Field.
Resolution #75-2019* will approve bills and vouchers for payment.
Resolution #76-2019* will recognize Town events and Town endorsed events for 2019.
Resolution #77-2019* will establish preliminary engineering costs to conduct the feasibility study on the drainage at the Babe Ruth Field. This is done in conjunction with Resolution #74-2019 above.
Application(s)* there is one application for a Social Affair permit from Karen Ann Quinlan Memorial Foundation to be held on March 24, 2019 from 5:30pm to 10:00pm at Krave Café, 102 Sparta Avenue, Newton, NJ.

Morris Lake is 2 inches above the top of the spillway as of February 19, 2019.
Tickets are still available for the Seton Hall awards reception in April where I will receive recognition for our market research project with Seton Hall students. Please contact Terri if would like to join me at the Newton tables. Thursday, April 11th, 6pm-8:30pm in South Orange, NJ.
