APPROVAL OF MINUTES
Lorraine’s office has prepared the minutes from the September 23, 2019 Regular and Executive meetings for your consideration and approval.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded.
COUNCIL & MANAGER REPORTS
Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently. I have a proclamation to be recorded in the minutes.
Tom Ferry will be in attendance to give a report on the Audit.
Marvin Joss will be in attendance to speak about the upcoming US Census.
There is one ordinance for 2nd reading and public hearing:
Ordinance 2019-9 will authorize funding for the pool improvements.
There is one ordinance for introduction:
Ordinance 2019-10 will incorporate the State Police Schedule of Service for towing into the Town’s ordinances.
Resolution #205-2019* will amend the 2019 Capital Budget. This is done in conjunction with Ordinance 2019-9 above.
Resolution #206-2019* will appoint Monica Miebach as Chief Municipal Finance Officer effective November 1, 2019.
Resolution #207-2019* will authorize the execution of an agreement with CWA Local 1032 for 2019, 2020, 2021, and 2022.
Resolution #208-2019* will authorize executing a Developer’s Agreement with Thorlabs for Block 18.02, Lots 2, 3, 19-23, 31, and 32.
Resolution #210-2019* will authorize credits due water and sewer utility accounts.
Resolution #211-2019* will approve bills and vouchers for payment. Deputy Mayor Flynn will recuse on Check #1354.
Resolution #209-2019 will authorize a fireworks display for Atlantic Health as part of the Festival of Lights event in November. Councilman Dickson will recuse from same.

Morris Lake is 15 inches below the top of the spillway as of October 7, 2019.
Resumes are coming in for the Deputy Municipal Court Administrator position.
Weis will be coming in for TRC and Planning Board in December for a new gas station on their property on Route 206.
Our quarterly safety committee meeting on Wednesday was well-attended and we are maintaining strong safety protocols thus far in 2019. Let’s finish the year safe and strong!
