A couple of reminders: tomorrow is the Flags of Honor ceremony beginning at 11:00am in front the Municipal Building. The Municipal Offices are closed Monday, November 11th for the Veterans’ Day holiday. Our next Town Council meeting is Wednesday, November 13, 2019 at 7:00pm.
APPROVAL OF MINUTES
Lorraine’s office has prepared the minutes from the October 28, 2019 Regular and Executive meetings for your consideration and approval.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded.
COUNCIL & MANAGER REPORTS
Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently. I have one proclamation to be recorded into the minutes.
There are three ordinances for 2nd reading and public hearing:
Ordinance 2019-11 will revise our current LOSAP ordinance.
Ordinance 2019-12 is a fully funded Water Sewer Capital Improvement ordinance for the acquisition of a new utility truck for Mr. Jaekel.
Ordinance 2019-13 will fund the 2011 Trail Grant project.
Resolution #221-2019* will authorize the disbursement of $60,000 from the Affordable Housing Trust Fund to the CCI Foundation to construct a supportive special needs housing project.
Resolution #222-2019* will authorize a PILOT with CCI Foundation, Inc.
Resolution #223-2019* will authorize the purchase of road salt/grit through the Sussex County Co-op.
Resolution #224-2019* will authorize the award of a Required Disclosure contract with Suburban Consulting Engineers for the pool renovations.
Resolution #225-2019* will establish a Domestic Violence Policy as required by State statute.
Resolution #226-2019* will approve 2019 appropriation transfers.
Resolution #227-2019* will approve bills and vouchers for payment.

Resolution #228-2019 will authorize going into closed session to discuss my Annual Performance Review.
THE WEEK IN REVIEW
Morris Lake is 12 inches below the top of the spillway as of November 4, 2019.
My thanks to everyone who assisted with the great Halloween Parade this past week.
Interviews were conducted this week for the position of Deputy Municipal Court Administrator. I will keep you posted on my hiring decision.
