Many thanks to Chief Michael S. Richards for his years of service to the Newton Police Department and congratulations to Acting Chief Robert Osborn and the others I promoted this week.

Our next regular Town Council meeting will be Monday, December 9, 2019 at 7:00pm. 

APPROVAL OF MINUTES

Lorraine’s office has prepared the minutes from the November 25, 2019 Regular and Executive meetings for your consideration and approval.

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes and limited to one turn at the microphone.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter. Council may choose to comment after the entire public portion has concluded.

COUNCIL & MANAGER REPORTS

Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.

PUBLIC HEARING

Service Electric Cable TV will be in attendance for a public hearing regarding their franchise renewal.

ORDINANCES

There is one ordinance for 2nd reading and public hearing:

Ordinance 2019-14 will establish salaries and wages for calendar year 2020.

OLD BUSINESS

RESOLUTION

Resolution #244-2019 will waive the water and sewer utility charges for the Newton First Aid Squad building.  Councilwoman Diglio will recuse herself from this vote.

CONSENT AGENDA

Resolution #245-2019* will designate the CFO as the Public Agency Compliance Officer for Calendar Year 2020.

Resolution #246-2019* will reappoint Adam Vough as the Town’s representative to the Sussex County Solid Waste Advisory Committee for 2020.

Resolution #247-2019* will designate the Town Manager as the National Organization on Disability representative.

Resolution #248-2019* will authorize the sale of brine to other municipalities.

Resolution #249-2019* will reappoint Joe Carr as the Town’s representative to the Sussex County Water Quality Policy Advisory Committee.

Resolution #250-2019* will authorize the cancellation of taxes for a small lot of land with no owner.

Resolution #251-2019* will approve appropriation transfers.

Resolution #252-2019* will authorize transfer of school monies to the BOE for the 1/1/2020 to 6/30/2020 time period.

Resolution #253-2019* will authorize credits due water and sewer accounts.

Resolution #254-2019* will authorize the annual agreement between the Town and Parking Authority.

Resolution #255-2019* will approve the renewal of a taxicab owner’s license for DADS Taxi & Limo.

Resolution #256-2019* will approve the renewal of a taxicab driver’s license for Doragail Spicer.

Resolution #257-2019* will approve the renewal of a taxicab driver’s license for Glenn Spicer.

Resolution #258-2019* will authorize the payment of recurring bills as recommended by the CFO.

Resolution #259-2019* will approve the transfer of the liquor license for 173 Spring Street to Newton Sports Bar and Grill.

Resolution #260-2019* will approve the reimbursing of certain employees for vehicles expenses for calendar year 2020.

Resolution #261-2019* will concur with my appointment of a new School Traffic Guard, Edward C. Kampka.

Resolution #262-2019* will appoint Earl W. Schick, III to the Planning Board as an alternate member.

Resolution #263-2019* will approve bills and vouchers for payment.

EXECUTIVE SESSION

THE WEEK IN REVIEW

Morris Lake is 10 inches below the top of the spillway as of December 2, 2019.  

Thank you to all DPW staff and first responders for their efforts during this week’s storm and recovery.

I conducted our annual staff budget hearings this week and thank Monica, Ginny, Jennifer, and all staff for their participation.

The Parking Authority discussed routine business on Thursday but did also approve the parking swap with RPM Newton Town Centre and approve their annual budget.

A reminder to let Sherri Kaylani know if you will be attending the annual staff holiday party next Friday at 12:30pm.
