February 24, 2020 beginning at 6:45pm
and our Town Council meeting will immediately follow at 7:00pm. The volunteer

APPROVAL OF MINUTES
Lorraine’s
office has prepared the minutes from the February
8th Budget meeting and February
10th Regular meeting for
your consideration and approval.
PRESENTATIONS
The Mayor will
present proclamations to Michael Richards and Mark Zappa in recognition of
their many years of service in the Police Department. Also, she will swear in Steven Siek as a
patrolman.
OPEN TO THE PUBLIC
This is for
those that wish to address the Town Council but do not plan on staying for the
whole meeting. There is a note to the
public on the agenda to please keep their comments to a maximum of 5 minutes and limited to one turn at
the microphone. This allows ample time
for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may
choose to comment after the entire public portion has concluded.
COUNCIL & MANAGER REPORTS
Each Councilmember can give an update on various items or
Board/Commission actions that have taken place recently.
ORDINANCES
There are
three ordinances for introduction:
Ordinance 2020-3 will authorize the
renewal of SECTV’s franchise agreement to provide cable services to the Town of
Newton.
Ordinance 2020-4 will establish a CAP
Bank. This is an annual procedure.
Ordinance 2020-5 will authorize the
vacation of a small portion of Spring Street.
OLD BUSINESS
CONSENT AGENDA
Resolution #69-2020* will cancel a
reserve balance in the water sewer utility fund, and authorize a one-time
exception to the Water Sewer Fund Balance Policy.
Resolution #70-2020* will authorize
using a three-year average tax collection rate for the 2020 budget.
Resolution #71-2020* will authorize eliminating
certain entrance fees to the pool for Newton residents only for the upcoming 2020
pool season.
Resolution #72-2020* will authorize the
refund of taxes due to an overpayment.

change orders for Firehouse No. 2.

authorize base salary adjustments for certain employees for 2020.

authorize a Deed of Easement for 7-7 ½ Washington Street.
