Lorraine’s
office has prepared the minutes from the March
9th Special and Regular
meetings for consideration and
approval.
OPEN TO THE PUBLIC
This is for
those that wish to address the Town Council but do not plan on staying for the
whole meeting. There is a note to the
public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at
the microphone. This allows ample time
for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council
may choose to comment after the entire public portion has concluded.

OLD BUSINESS
CONSENT AGENDA
Resolution #87-2020* will authorize the
award of a Required Disclosure contract to Pall Corporation.
Resolution #88-2020* will amend the
2020 Water Sewer Utility Temporary Capital Budget, this is done in conjunction
with Ordinance 2020-6.
Resolution #89-2020* will authorize the
suspension of shut-off of Town utilities during the State of Emergency.
Resolution #90-2020* will award Bid
7-2020 for Water Meter Supply to Schmidt’s Wholesale.
Resolution #91-2020* will authorize amending
the contract with Topology NJ, LLC as Conflict Planner for the Redevelopment of
the G & H property.

authorize the support of legislation regarding municipal taxation of local
exchange telephone companies.

#93-2020* will
authorize amending the engineering design and construction administration for
the Replacement of the Grit Collector System project.

#94-2020* will adopt
a Temporary Operating and Water Sewer Budget for April.

#95-2020* will approve
applying for the Safe and Secure Communities Grant.

#96-2020* will
appoint Robert Boyle to the Parking Authority.

appoint Robert Boyle to the Economic Development Advisory Commission.

#98-2020* will
authorize being able to enter into negotiations for an Emergency Sewer Contractor
after going out to bid twice with no responses.

authorize establishing a Storm Recovery Reserve to be used for the Coronavirus
Emergency Response.

#100-2020* will
authorize a refund a duplicate tax payment for Block 18.02, Lot 10.

#101-2020* will waive
parking pass fees for April.

#102-2020* will
refund redemption monies to an outside lien holder for Block 19.01, Lot 9.

#103-2020* will amend
the three-year Capital Budget Program.
This is being done in conjunction with Ordinance 2020-7.

#104-2020* will
authorize executing a Developer’s Agreement with the County and Thorlabs for
traffic signal and intersection safety.

#105-2020* will
approve bills and vouchers for payment.
ORDINANCES
There are two
ordinances for introduction:
Ordinance 2020-6 will appropriate
$35,500 for the Replacement of the Battery Back-up System at the Morris Lake
Facility.
Ordinance 2020-7 will authorize
$1,300,000 for digester conversion, rehabilitation or replacement and primary
sludge pump replacement at the Wastewater Treatment Plant.

HEARING ON THE 2020 BUDGET AS INTRODUCED
I will do a
PowerPoint presentation of the 2020 Budget as introduced. We will open it up to public comment
(hearing). Then our CFO will offer
comments on a required budget amendment to occur at the next meeting on April
27th.
