APPROVAL OF MINUTES
1. October 14, 2020 - Regular Meeting
OPEN TO THE PUBLIC
This is for
those that wish to address the Town Council but do not plan on staying for the
whole meeting. There is a note to the
public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at
the microphone. This allows ample time
for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council
may choose to comment after the entire public portion has concluded.
COUNCIL & MANAGER REPORTS
Each Councilmember can give an update on various items or
Board/Commission actions that have taken place recently.
OLD BUSINESS
ORDINANCES
Ordinance 2020-22 is a bond ordinance
which will provide for a refund of outstanding General Obligation Bonds, Series
2011 in relation to the Morris County Improvement Authority.
Ordinance 2020-23 will appropriate
$30,000 from the Capital Improvement Fund for the Sussex Branch Trail Project,
Phase III, $24,000 of it will be reimbursed by the NJDEP.
Ordinance 2020-24 will adopt a new
section in the Town Code and approve a mid-block crosswalk on Trinity
Street. This is being done as part of
the Sussex Trail Project.
CONSENT AGENDA
Resolution
#228-2020* will reappoint
Keith Mitchell as the Town’s Risk Management Consultant for 2021.
Resolution
#229-2020* will reappoint
myself as Fund Commissioner and Jennifer Dodd as Alternate Fund Commissioner
for the Town of Newton in the Statewide Insurance Fund.
Resolution #230-2020* will appoint
Joseph Ricciardo as an Alternate Member of the Planning Board.
Resolution #231-2020* will concur with
my appointment of Robert Teets as a School Traffic Guard for the 2020-2021
school year.

#232-2020* will authorize
the execution and delivery of notes for the Babe Ruth Field Drainage Project at
Memory Park through the New Jersey Infrastructure Bank Construction Financing
Loan Program.
Resolution
#233-2020* will extend
the Town’s temporary outdoor restaurant seating guidelines during the pandemic
through March 31, 2021.

#234-2020* will authorize
a submission of an application for the Local Government Emergency Fund Grant
for reimbursement of expenses due to the COVID pandemic.

THE WEEK IN REVIEW
Morris Lake is 19 inches below the top
of the spillway as of October 19, 2020.
Modified building hours are
still in operation without any significant delays or issues to report.
This Wednesday the 28th, TAPInto Newton will be hosting “Newton Town Council Candidate Debate”
at SCCC beginning at 6pm. Best of luck
to all the candidates.
Routine business discussed at both the Statewide Insurance Fund and NJMEBF monthly meetings.
Monica is finalizing our response to the annual Best Practices questionnaire.
2021 Budget Requests are
due by the end of next week.
The Planning
Board approved the Farm Store
application. If you recall, the same was
approved several years ago and due to inaction on the part of the applicant the
approval lapsed. Now that it was
re-filed and reapproved, we look forward to this great, growing national
franchise being in Newton!
