Clerk’s office has prepared for consideration and approval the minutes from:

This is for those that wish to address the Town
Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda
to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to
speak and keeps the meeting moving forward.
The public can speak on any matter. Council may choose to comment after
the entire public portion has concluded.

ORDINANCES
There is one (1) Ordinance for 2nd Reading
and Public Hearing:
Ordinance
2020-25 will establish minimum and
maximum salary and wages for calendar year 2021.
There are two (2) Ordinances for Introduction:
Ordinance
2020-26 will amend Chapter 307-27 to
clarify the fee for box truck and tractor trailer parking at the Park and Ride.
Ordinance
2020-27 is a bond ordinance which
will provide for a refund of outstanding General Obligation Bonds, Series 2010A
and Series 2010B.
CONSENT
AGENDA
Resolution #253-2020* will authorize a performance based
payment for Town Manager.
Resolution #254-2020* authorizes a required disclosure
contract for IT work for HFE Services, LLC.
Resolution #255-2020* with authorize the annual agreement between the Town
and the Newton Parking Authority.
Resolution #256-2020* will authorize a lien redemption for Block 1.01, Lot
5.
Resolution #257-2020* authorizes a required disclosure
contract for Planet Network for networking and technology services for the
Police Department.
Resolution #258-2020* will accept the pool renovation project
as final and complete.
Resolution #259-2020 is a resolution determining the form and
other details for the sale and delivery of Bonds to the Morris County
Improvement Authority.
Resolution #260-2020* will cancel uncollectible revenue and
unexpended appropriation balances in relation to the Municipal Alliance Grant
for 2020.
Resolution #261-2020* will authorize the sale of brine to
other municipalities.
Resolution #262-2020* will cancel the Current Fund
appropriation balance for Road Repair & Maintenance, Street Materials.
Resolution #263-2020* will approve appropriation transfers for
2020.
Resolution #264-2020* will award Bid 13-2020 to Kieffer
Electrical for electrical services.
Resolution #265-2020* authorize payment of bills and
vouchers.

Morris Lake is 16 inches below the top of the spillway as of November
20, 2020.
Modified
building hours are still in operation
without any significant delays or issues to report. Office staff is also working from home 2 days
a week throughout the remainder of the calendar year.
Several of us virtually attended the
annual League of Municipalities
conference.
One application discussed at TRC this month. Farm
Pointe received a modification to their roof as part of the Farm Store
application and Red Knight worked
out their sidewalk issue for 10-16 Hillside.
Routine business discussed at the
monthly Statewide Insurance Fund
meeting.
With the uptick in COVID-19 cases, I have re-convened our OEM team for Zoom meetings
2x a week to keep track of any issues for the Town.
