This is for those that wish to address the Town
Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda
to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to
speak and keeps the meeting moving forward.
The public can speak on any matter. Council may choose to comment after
the entire public portion has concluded.

ORDINANCES
There are two (2) Ordinances 2nd Reading
and Public Hearing:
Ordinance
2020-26 will amend Chapter 307-27 to
clarify the fee for box truck and tractor trailer parking at the Park and Ride.
Ordinance
2020-27 is a bond ordinance which
will provide for a refund of outstanding General Obligation Bonds, Series 2010A
and Series 2010B.
CONSENT
AGENDA
Resolution #266-2020* will authorize the execution of a
temporary deed for Katie’s House located on Mason Street, so they may install a
new ADA ramp.
Resolution #267-2020* will authorize the release of Executive
Session meeting minutes to the public.
Resolution #268-2020* with reimburse certain employees for use of their
personal vehicles through the upcoming year.
Resolution #269-2020* will approve the renewal of a taxicab owner’s license
for DADS Taxi and Limo.
Resolution #270-2020* will approve the renewal of a taxicab drivers’
license for Glenn T. Spicer driving for DADS Taxi and Limo.
Resolution #271-2020* will approve the renewal of a taxicab drivers’
license for Doragail Spicer driving for DADS Taxi and Limo.
Resolution #272-2020* will approve appropriation transfers for
2020.
Resolution #273-2020* will authorize Change Order No. 1 for
the Final Clarifiers project to extend the completion date.
Resolution #274-2020* will appoint Joe Carr as the Town’s
representative for the Sussex County Water Quality Policy Advisory Committee
for 2021.
Resolution #275-2020* will designate the Town Manager as the
Town’s National Organization of Disability representative for 2021.
Resolution #276-2020* will appoint Adam Vough as the Town’s
representative for the Sussex County Solid Waste Advisory Committee for 2021.
Resolution #277-2020* will appoint Monica Miebach as the
Town’s Public Agency Compliance Officer for 2021.
Resolution #278-2020* will authorize auctioning the old
OEM 2006 Ford Explorer through www.municibid.com.
Resolution #279-2020* will authorize a proprietary contract
award to Pall Water for repairs and upgrade and the Morris Lake facility.
Resolution #280-2020* will authorize a refund a taxes in the amount
of $250 for a veteran residing at 18 Gardner Avenue.
Resolution #281-2020* will authorize the redemption of monies
to an outside lien holder for 20-22 Clinton Street.
Resolution #282-2020* will authorize the redemption of monies
to an outside lien holder for 84 Woodside Avenue.
Resolution #283-2020* will authorize the redemption of monies
to an outside lien holder for 3 Lawnwood Avenue.
Resolution #284-2020* will authorize an agreement with the
County for Mutual Aid and Assistance.
Resolution #285-2020* will authorize the transfer of monies
due to the Board of Education for January 1, 2021 to June 30, 2021.
Resolution #286-2020* will determine the form and other
details for the sale of bonds. This is
done in conjunction with Ordinance 2020-27.
Resolution #287-2020* will cancel certain Capital
appropriation balances into the General Capital Fund.
Resolution #288-2020* will award the contract for the Rail Trail
bridge to Contech Engineered Solutions.
Resolution #289-2020* will authorize the refund to a third
party lienholder for a water and sewer payment for 11 Giancarlo Lane due to
Governor Murphy’s Executive Order No. 190.
Resolution #290-2020* will authorize the refund to a third
party lienholder for a water and sewer payment for 3 Lawnwood Avenue due to
Governor Murphy’s Executive Order No. 190.
Resolution #291-2020* will authorize the refund to a third
party lienholder for a water and sewer payment for 18 Linwood Avenue due to
Governor Murphy’s Executive Order No. 190.
Resolution #292-2020* will authorize the cancellation of taxes for a small lot
of land with no owner.
Resolution #293-2020* will authorize payment of bills and
vouchers.
RESOLUTIONS
Resolution
#294-2020 will waive water and sewer
fees for the Newton First Aid Squad. Any
councilmember who themselves is affiliated with the squad, or has an immediate
family member with an affiliation with the squad, must recuse from this
vote.
Resolution
#295-2020 will make an appointment to
the Newton Housing Authority.
Resolution
#296-2020 will authorize emergency
repair work on a drainage pipe located at 33 Mill Street.

7, 2020.

building hours are still in operation
without any significant delays or issues to report.
Town Hall
will close early at Noon on the 18th for a socially-distanced holiday celebration.
