APPROVAL OF MINUTES

The Clerk’s office has prepared for your consideration and approval the minutes from:

a.     February 20, 2021 – Budget Meeting

b.     February 22, 2021 – Regular Meeting

c.     February 22, 2021 – Executive Session

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter. Council may choose to comment after the entire public portion has concluded.

COUNCIL & MANAGER REPORTS

Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.

OLD BUSINESS

ORDINANCES

There are two (2) Ordinances 2nd Reading and Public Hearing:

Ordinance 2021-3 will establish a CAP Bank.  This is an annual procedure.

Ordinance 2021-4 will amend Chapter 228, adding Article IX “Limits on Prohibited Discharges from Industrial User”.

CONSENT AGENDA

Resolution #76-2021* will authorize 2021 salary adjustments for certain non-union employees not covered by collective bargaining agreements.

Resolution #77-2021* will approve the introduction of the 2021 Municipal and Water and Sewer Utility Budgets.

Resolution #78-2021* will renew the Town’s membership in the North Jersey Municipal Employee Benefits Fund for 2021, 2022, and 2023.

Resolution #79-2021* is a resolution demanding the State Legislature accept its responsibility with regards to the Affordable Housing Act and halt any further action until such time it has promulgated rules governing its implementation.

Resolution #80-2021* will authorize a refund of taxes for a 100% disabled veteran, changing the effective date previously authorized. There is a memo from the Tax Assessor on this attached to the resolution in your packet.

Resolution #81-2021* will authorize applying for the 2020 Recycling Tonnage Grant.

Resolution #82-2021* will award Bid 2R-2021 for auto repair services to J.D.P. Automotive, Inc., DBA Boonton Tire Supply.

Resolution #83-2021* will authorize a refund of taxes for a 100% disabled veteran.

Resolution #84-2021* will authorize purchase electricity through an online auction.

Resolution #85-2021* will authorize a credit due a water and sewer utility account. 

Resolution #86-2021* will approve bills and vouchers for payment.

None.

THE WEEK IN REVIEW

Morris Lake is 2 inches above the top of the spillway as of March 5, 2021.

Modified building hours have been adjusted; we are now open to the public 9:00am to 4:00pm.  Staff hours remain 8:30am to 4:30pm.

Plans are continuing forth with the G&H Redevelopment project.  Looking forward to the PB review.
