OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded.
COUNCIL & MANAGER REPORTS
Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.
There are three (3) ordinances for 2nd Reading and Public Hearing:
Ordinance 2021-15 will provide funding for various water and sewer utility projects.
Ordinance 2021-16 is a bond ordinance for the Sparta Avenue Pump Station project.
Ordinance 2021-17 will authorize a tax for the sale of cannabis.
There is one (1) ordinance for Introduction:
Ordinance 2021-18 will amend Chapter 266 regarding snow and ice removal penalties.
Resolution #155-2021 will renew a Plenary Retail Consumption License.
Resolution #156-2021 will authorize the Award of a Required Disclosure Contract for KKPR Marketing and Public Relations.
Resolution #157-2021 will authorize the Endorsement of the NJDEP Treatment Works Approval (“TWA”) Permit Application for the project at 121 Water Street, Newton, New Jersey.
Resolution #158-2021 will authorize the Adoption of the 2021 Sussex County, New Jersey Hazard Mitigation Plan Update.
Resolution #159-2021 will certify the Annual Audit.
Resolution #160-2021 will authorize credits due Water and Sewer Utility accounts.
Resolution #161-2021 will approve vacation & sick leave time payout for Lorraine A. Read.
Resolution #162-2021 will authorize an application to the NJDCA Neighborhood Preservation Program (NPP) FY2022 Grant.
Resolution #163-2021 will approve fireworks display at Memory Park.
Resolution #164-2021 will authorize Change Order No. 1 for the Proposed Crosswalk at Route U.S. 206 & Church Street Intersection Project and Accept as Final and Complete.
Resolution #165-2021 will cancel a NJ DOT Grant Receivable Balance and Improvement Authority Balance in The General Capital Fund.
Resolution #166-2021 will cancel Capital Appropriation Balances in the General Capital Fund.
Resolution #167-2021 will affirm the issuance of a $2,484,000 Bond Anticipation Note.
Resolution #168-2021 will award bid for Proposed Construction of ADA Ramps on Elm Street, Hampton Street, and Upper Union Place Project.
Resolution #169-2021 will approve bills and vouchers.
Application(s)* there are three applications:
A Junior Firefighter application for Jason Teets, 23 Sparta Avenue, Newton, NJ into the Newton Fire Department.
A membership application for Anthony Neggers, 24 Hillside Terrace, Newton, NJ into the Newton Fire Department.
A membership application for Charles W. Weber, Jr., 3 Gabriella Way, Newton, NJ into the Newton Fire Department.
Resolution #170-2021 will accept and execute a grant for body-worn cameras.
Resolution #171-2021 will insert special items of revenue in the 2021 budget.
Resolution #172-2021 will reject bid 8-2021 for police vehicles.
