Our next regular Town Council meeting (in person) is Wednesday, September 15, 2021 beginning at 7:00pm.

            c. Janien N. Roberts – Registrar – Oath of Office


The Clerk’s office has prepared for your consideration and approval the minutes from:

  1. August 9, 2021 – Regular Meeting
  2. August 26, 2021 – Special Meeting


This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.   The public can speak on any matter. Council may choose to comment after the entire public portion has concluded.


Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently. 


There is one (1) ordinance for 2nd Reading and Public Hearing:

Ordinance 2021-18 will amend Chapter 266 regarding snow and ice removal penalties.


Resolution #177-2021 will appoint Janien N. Roberts as Local Registrar effective September 1, 2021.

Resolution #178-2021 will appoint Teresa A. Oswin as Municipal Clerk effective September 1, 2021.

Resolution #179-2021 will authorize the cancellation and refund of taxes; Block 22.10, Lot 9, for a 100% Disabled Veteran Exemption.

Resolution #180-2021 will authorize the cancellation of taxes; Block 4.05, Lot 7, for a 100% Disabled Veteran Exemption.

Resolution #181-2021 will authorize refund of taxes; Block 14.03, Lot 11.01, for Property Exemption.

Resolution #182-2021 will cancel grant receivable and appropriated reserve for unrealized Municipal Alliance Grant 2019/2020.

Resolution #183-2021 will accept and approve Corrective Action Plan for 2020 Audit.

Resolution #184-2021 will authorize the purchase of road salt and snow grit for the Department of Public Works.

Resolution #185-2021 will award the contract for proposed improvements to Elm Street, Hampton Street, and Upper Union Place.

Resolution #186-2021 will authorize the Town of Newton to enter into an agreement with CGP&H LLC for Administrative Agent Services for Affordable Housing.

Resolution #187-2021 will insert Special Items of Revenue in the 2021 Town of Newton Budget.

Resolution #188-2021 will authorize the award of a proprietary contract to Pall Water.

Resolution #189-2021 will refund monies for taxes, due to a State Tax Court Judgement for Block 5.01, Lot 11, also known as 20 Water Street.

Resolution #190-2021 will authorize credits due Water and Sewer utility accounts.

Resolution #191-2021 will approve bills and vouchers.


Resolution #175-2021 will amend the Local Emergency Planning Committee for calendar year 2021.

Resolution #176-2021 will concur with Town Manager’s appointment of School Crossing Guards for the 2021-2022 school year.


Morris Lake is 3 inches above the top of the spillway as of September 10, 2021.

We had a very productive meeting this week in Lawrenceville with our friends from the Department of Military and Veterans Affairs regarding the Newton Armory Redevelopment.

Applications are still being accepted for the position of Administrative Assistant in the Planning/Zoning Office.

Congratulations and best wishes to Lt. Michael Monaco on his retirement – we wish him the very best of health and happiness.  Congratulations to Lt. Tom Muller on his promotion!

Prayers to our nation as we remember the 20th anniversary of the 9/11 attacks on our country.  May the families who lost loved ones that fateful day have peace and comfort.
