APPROVAL OF MINUTES
Lorraine’s office
has prepared the minutes of the December 28th Regular Meeting for approval.
OPEN TO THE PUBLIC
This is for those
that wish to address the Town Council but do not plan on staying for the whole
meeting. There is a note to the public
on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to
speak and keeps the meeting moving forward.
The public can speak on any matter.

A proclamation that
will be presented to the First Aid Squad on Saturday, January 7th
will be read into the record.
ORDINANCES
There is one
ordinance for 2nd reading and public hearing:
Ordinance
2011-27 will
appoint Sanford L. Hollander, Esq., as the Town’s legal counsel for calendar
year 2012.
OLD BUSINESS
CONSENT AGENDA
Resolution #1-2012*
will
authorize the auction of some items that are no longer needed for public use.
Resolution #2-2012*
will
authorize the waiving of the $100 waiver of site plan application fee for the
Foodshed Alliance based on the recommendation of the Planning Board.
Resolution #3-2012*
will authorize the release of a performance
guarantee currently on file with the Town for Highway Enterprises, Inc.,
relative to their development of the old Rockaway Sales building, based on the
recommendation of the Town Engineer.
Resolution #4-2012*
will
authorize the release of Executive Session minutes to the public.
Resolution #5-2012* will
appoint Excel Environmental Resources, Inc., as the Town’s Environmental
Engineer for 2012.
Resolution #6-2012* will
ratify and affirm the issuance of a bond anticipation note.
Resolution #7-2012* will
authorize a refund and cancellation of taxes.
A memo explaining same has been included in your packet.
Resolution #8-2012* will
appoint Daniel A. Colfax, Esq. as conflict Public Defender for 2012.
Resolution #9-2012* will
appoint Andrew A. Fraser, Esq., as the Town’s Alternate Prosecutor for 2012.
Resolution #10-2012* will approve
2011 appropriation reserve transfers.
Resolution #11-2012* will
approve bills and vouchers for payment.

EXECUTIVE SESSION -
Resolution #12-2012
There are several
items to discuss in closed session:
- Contract
Negotiations – Sewer Engineer and Municipal Engineer.
- Potential
Litigation
- Personnel
RESOLUTION
Resolution #13-2012 will appoint
Newton’s Sewer Engineer for 2012. Once
an engineer has been selected, the name will be inserted.
ORDINANCE
Ordinance 2012-1 will be introduced
to appoint Newton’s Municipal Engineer for the years 2012, 2013 and 2014. Once an engineer has been selected, the name
will be inserted.
THE WEEK IN REVIEW
The Morris Lake
Reservoir was 2 inches above the top of the spillway on 1.2.12.
The Planning Board
has referred the Land Use Ordinances over to the Town Council for
approval. Jessica Caldwell is updating
same and we hope to have things ready for the first meeting in February.
