APPROVAL OF MINUTES
The Clerk’s office has prepared for your consideration and approval the minutes from May 23, 2022 – Regular Meeting and June 3, 2022 - Special Meeting.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan to stay for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded. Comments from the public will be both in-person and via Zoom.
COUNCIL & MANAGER REPORTS
Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.
ORDINANCES
There are two (2) ordinances for Introduction:
Ordinance 2022-15 is a Bond Ordinance providing an appropriation of $115,000 for various Water/Sewer improvements in and by the Town of Newton, in the County of Sussex, New Jersey and authorizing the issuance of $109,000 bonds or notes of the Town for Financing Part of the Appropriation.
Ordinance 2022-16 is a Bond Ordinance reappropriating $45,000 for improvements to the Dog Park.
CONSENT AGENDA
If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all the Consent Agenda items.
Resolution #149-2022* will appoint the “Public Officer” as defined by N.J.S.A. 55:19-80.
Resolution #150-2022* will appoint Jessica M. Vollero as Animal Control Officer for the Town of Newton.
Resolution #151-2022* will insert Special Items of Revenue in the 2022 Town of Newton Budget pursuant to N.J.S.A. 40A:4-87 (C. 159, PL 1948).
Resolution #153-2022* will authorize credits due Water and Sewer utility accounts.
Resolution #154-2022* will authorize contracts with certain approved Sussex County Cooperative Contract Vendors.
Resolution #155-2022* will approve Cooperative Purchasing Contract, Vehicle – Bid #ESCNJ 20/21-55 to Cliffside Body Corporation.
Resolution #156-2022* will reject all bids for Surveillance System Bid #4-2022.
Resolution #157-2022* will amend Resolution #144-2022, Refund of Redemption Monies to Outside Lien Holder for Block 21.08, Lot 13, also known as 15 Kory Road.
Resolution #158-2022* will renew Plenary Retail Consumption Licenses for 2022-2023.
Resolution #159-2022* will renew a Club License.
Resolution #160-2022* will authorize the Mayor and the Municipal Clerk to execute new Collective Bargaining Agreements with the Policemen’s Benevolent Association Local No. 138 and the Police Superior Officers’ Association.
Resolution #161-2022* will approve bills and vouchers for payment.
THE WEEK IN REVIEW
As of June 10, 2022, Morris Lake is even with the top of the spillway.
Thank you to Deb Danielson and the DPW team for all their great management of the 2nd part of NHN! It was a lot of fun and a great opportunity to help our community look its best! I appreciate all the staff and residents who volunteered their time.
The TRC met this week to discuss the proposed cannabis retailer at the Carpet Gallery building. We should see them before the Board in August or September.
We held a productive courtesy meeting with the new owner of the County Seat building. Same will be renovated for new apartments. I expect this application in the fall as well.
Sandy Diglio and I attended the wonderful retirement party for Dr. Ken Greene yesterday. It has been a pleasure working with him for the betterment of the community and we all wish him the best of health and happiness in his future endeavors.
