Our next regular Town Council meeting (in person and via Zoom – Hybrid Regular Meeting) is Monday, June 12, 2023, beginning at 7:00pm. 



The Clerk’s office has prepared for consideration and approval the minutes from May 22, 2023 - Regular Meeting.



This is for those that wish to address the Town Council but do not plan to stay for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all who wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded. Comments from the public will be both in-person and via Zoom.



There is one (1) Proclamation: Matthew C. Guziewicz Eagle Scout Achievement.



There is one (1) ordinance for Second Reading/Public Hearing:


Ordinance 2023-15 is an ordinance to amend, revise, and supplement the Town Code, Chapter 307, adding Section 307-17.3 entitled “Disabled or Inoperable Motor Vehicles”.


There are three (3) ordinances for Introduction:


Ordinance 2023-16 is an ordinance to amend, revise, and supplement the Town Code, Chapter 307, and Chapter 100 to establish regulations for public parking spaces for electric vehicles.


Ordinance 2023-17 is an ordinance to provide funding for improvements to the Morris Lake Dam Gate House.


Ordinance 2023-18 is an ordinance to amend, revise, and supplement Section 320-28 of the Zoning Code to regulate the number of approved cannabis retail facilities and delivery businesses.



If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all the Consent Agenda items. 


Resolution #167-2023* designates June 2023 as “LGBTQIA+ Pride Month”.


Resolution #168-2023* inserts Special Items of Revenue in the 2023 Town of Newton Budget pursuant to N.J.S.A. 40A:4-87 (C. 159, PL 1948).


Resolution #169-2023* awards a contract for fencing services to Challenger Fence Company through the Morris County Cooperative Pricing Council.


Resolution #170-2023* authorizes the hiring of Expenditure Efficiency Consultant Services through the Competitive Contracting Process. 


Resolution #171-2023* authorizes a Fire Personal Protective Equipment and Accessories Contract pursuant to NJ State Contract – Division of Purchase and Property Number T0790.


Resolution #172-2023* awards a bid to D.S. Meyer Enterprises, LLC for the joint project between the Town of Newton and County of Sussex on Mill Street (AKA County Route 519).


Resolution #173-2023* authorizes the hiring of a certain Police Officer.


Resolution #174-2023* resolution determining the form and other details of its “Note Relating to the Water Bank Construction Financing Program of the New Jersey Infrastructure Bank”, to be issued in the Principal Amount not to Exceed $2,000,000, and providing for the issuance and sale of such note to the New Jersey Infrastructure Bank, and authorizing the execution and delivery of such note by the Town of Newton in favor of the New Jersey Infrastructure Bank, all pursuant to the Water Bank Construction Financing Program of the New Jersey Infrastructure Bank.


Resolution #175-2023* approves the issuance of a Class 5 Cannabis Retailer License to Skylands Herbal, LLC.


Resolution #176-2023* combines bonds aggregating the principal sum of not to exceed $5,152,000 authorized by sixteen Bond Ordinances heretofore adopted to finance part of the cost of Various General Improvements in the Town of Newton, County of Sussex, New Jersey into one consolidated issue of bonds and providing for the form, maturities, and other details of said consolidated issue.


Resolution #177-2023* authorizes the execution of an agreement with the United Public Service Employees Union (UPSEU).


Resolution #178-2023* approves Bills and Vouchers for payment.



Morris Lake is four (4) inches below the top of the spillway.

I presented the 1st Newton Civic Leadership Scholarship Award last night at the NHS event at SCCC. Congratulations to Gianna Carchia!


Renovations are continuing on the kiddie pool.


The UPSEU contract terms have been agreed to and we will now update the contract itself.


Next week Monica and I have a bond rating call with S&P for the issuance that is on the agenda.


We will be working with Planet Networks next week on the Spring Street sound system.
