Our next regular Town Council meeting (in person and via Zoom – Hybrid Regular Meeting) is Monday, November 27, 2023, beginning at 7:00pm. 

 

Municipal offices are closed on Thursday, November 23rd and Friday, November 24th in recognition of the Thanksgiving Holiday. We will close at 3:00pm on Wednesday, November 22nd. Happy Thanksgiving to all!

 

APPROVAL OF MINUTES

The Clerk’s office has prepared for consideration and approval the minutes from November 13, 2023 - Regular Meeting.

 

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan to stay for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all who wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded. Comments from the public will be both in-person and via Zoom.

COUNCIL & MANAGER REPORTS


ORDINANCE(S)

There are (6) ordinances for Second Reading/Public Hearing:

 

Ordinance 2023-26 is an ordinance to provide funding for recreational park improvements for the Town of Newton and appropriating $25,759.97 for such purpose.

 

Ordinance 2023-27 is an ordinance providing funding for various water/sewer improvements for the Town of Newton and appropriating $247,300 for such purpose.

 

Ordinance 2023-28 amends, revises, and supplements Chapters 49, 100, and 213 of the Town Code of the Town of Newton.

 

Ordinance 2023-29 establishes minimum and maximum salaries and wages for officers and employees of the Town of Newton for calendar year 2024.

 

Ordinance 2023-30 amends, revises, and supplements Chapters 100 and 307 of the Town Code of the Town of Newton.

 

Ordinance 2023-31 amends, revises, and supplements Chapter 213 of the Town Code of the Town of Newton, entitled “Property Maintenance”, Section 213-28, entitled “Annual Registration of Businesses and Residential Rental Units.”

 

CONSENT AGENDA

If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all the Consent Agenda items. 

 

Resolution #260-2023* authorizes the sale of brine solution to municipalities for 2024.

 

Resolution #261-2023* appoints Adam Vough as Municipal Representative to the Sussex County Solid Waste Advisory Committee for 2024.

 

Resolution #262-2023* appoints Michael Awertschenko as Municipal Representative to the Sussex County Water Quality Policy Advisory Committee for 2024.

 

Resolution #263-2023* designates the Public Agency Compliance Officer for calendar year 2024.

 

Resolution #264-2023* designates the Town Manager as the National Organization on Disability Representative for calendar year 2024.

 

Resolution #265-2023* appoints Keith Mitchell as Risk Management Consultant for the Town of Newton for calendar year 2024.

 

Resolution #266-2023* appoints the Fund Commissioner for the Statewide Insurance Fund for calendar year 2024.

 

Resolution #267-2023* approves the extension of the contract with Rapid Pump and Meter Service Inc. per Bid 9R-2021.

 

Resolution #268-2023* gives authorization to apply for the DCA American Rescue Plan Grant.

 

Resolution #269-2023* authorizes the refund of redemption monies to outside lien holder for Block 22.02, Lot 15, also known as 18-20 Sussex Street.

 

Resolution #270-2023* authorizes the cancellation and refund of a tax overpayment for Block 19.05, Lot 5 for a 100% Disable Veteran Exemption.

 

Resolution #271-2023* approves authorizes remittance (cancellation) of 2023 taxes for Block 4.02, Lot 20.

 

Resolution #272-2023* approves Bills and Vouchers for payment.
