This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
An appeal of the Utility Board’s decision on 19 Diller Avenue.
There are two ordinances for 2nd reading and public hearing:
Ordinance 2012-2 will formally adopt the Town’s new codified Code Book.
Ordinance 2012-3 is an ordinance authorizing the sale of municipal lands not need for public use. As previously discussed, this will allow us to auction Block 1301, Lot 1.07.
There is one ordinance for introduction:
Ordinance 2012-4 will authorize us to exceed the 2012 Municipal Budget limit and create a CAP bank which is an annual procedure.
If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all of the Consent Agenda items.
Resolution #21-2012* will approve the renewal of a taxicab driver’s license for Barbara Fitzmaurice.
Resolution #22-2012* with authorize the Mayor and Clerk to execute a Developer’s Agreement with Martorana Enterprises, LLC.
Resolution #23-2012* will award the bid for the renovation to the municipal building retaining wall to SZ Construction, LLC of Rochelle Park.
Resolution #24-2012* will approve 2011 appropriation transfers.
Resolution #25-2012* will approve the renewal of a junk dealer’s license for George’s Salvage Company.
Resolution #26-2012* will approve the renewal of a junk dealer’s license for Newton Auto Salvage, LLC.
Resolution #27-2012* will certify the list of firefighters eligible for LOSAP.
Resolution #28-2012* will authorize waiving the water and sewer utility fees for the Newton First Aid Squad building for 2012.
Resolution #29-2012* will accept the Paving of Various Streets, Parking Lots & Alleyways Project as complete, based on the recommendation of the Town Engineer.
Resolution #30-2012* will authorize credits due water and sewer utility accounts.
Resolution #31-2012* will support the submission of a grant application to the NJDEP Green Acres Program for improvements to the Sussex Branch Trail within the Town.
Resolution #32-2012* will approve bills and vouchers for payment.
There are several applications for your consideration.
- An application for an off-premise raffle from the Knights of Columbus to be held on May 8th from 7:30 pm to 8:30 pm at the St. Joseph’s Parish House on Halsted Street.
- An application for an off-premise raffle from the Pride Foundation to be held March 24th at 4:30 pm at Newton High School.
- An application for a special permit for a social affair form the Sussex County Arts and Heritage Council to be held April 28th from 4:00 pm to 7:00 pm at 133 Spring Street.
- An application for membership in the Newton Fire Department from Barbara A. Lozier of 31 Paterson Avenue, Newton. This is a transfer from the Sandyston Fire Department.

Resolution #33-2012 will authorize the Town Council to go into closed session to discuss Contract Negotiations.
THE WEEK IN REVIEW
The Morris Lake Reservoir was 1 inch above the top of the spillway on 2.6.12.
We are going to proceed with new cameras at the pool which will tie into the new DPW camera system.
Scott has finalized the new block and lot numbers for the entire Town. As you recall, this was a requirement of the revaluation back in 2007/2008. New maps have been generated by HPA, and the Town will do some promotion (web, newspaper) about the changes.
Our new HR Coordinator, Rosemarie Dobroskok, will start her duties on Monday, February 27th.
I met with Jennifer Miller of The Alternative Press this week to discuss all of the great happenings in the Town. I look forward to this new media presence dedicated to the world of Newton.
Congratulations to all staff and volunteers on our 2011 Loss Control Award from Statewide Insurance Fund! We were recognized on Thursday for “ongoing participation in safety and risk management programs during 2011”. This is the third year in a row we have received some form of recognition from our insurance company on our efforts. I sincerely thank all of you for making safety our number one priority.
The new podium has arrived! We are in the process of ordering a 6”x6” Town seal to be placed on same.
As indicated in the latest Recycling Newsletter, brush pick-up has been cancelled for the spring. This is being done due to the time and cost of the intense fall/winter brush pick-up that occurred recently. We are only now finally able to get back on schedule with our activities. Information on same will be placed on the website and in the NJ Herald.
Congratulations go out to the NY Giants on their Super Bowl victory! I am certainly not one to say I told you so, but…
