Lorraine’s office has prepared the minutes of the April 23rd Regular meeting for approval.

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.

Ordinance 2012-16 is a bond ordinance appropriating $285,000 for the Lower Spring Street Beautification Project.
OLD BUSINESS - None.CONSENT AGENDA
Resolution #86-2012* is a resolution showing support of the Employment Initiative Program of the New Jersey Employer Support Guard and Reserves. The goal of the program is to enhance the employment process, to better serve those that have served in our Armed Forces and/or their spouses in searching for employment.
Resolution #87-2012* will authorize a refund of redemption monies to an outside lien holder for 162 Sparta Ave., as recommended by the Tax Collector.
Resolution #88-2012* will authorize credits due water and sewer utility accounts due to a posting error.
Resolution #89-2012* will authorize a credit for the water and sewer utility account for 117 Main Street due to an in-house clerical error involving a change of address.
Resolution #90-2012* will authorize Change Order No. 1 for the Purchase of Pipe Materials and Fittings for the Moran Street Watermain Project.
Resolution #91-2012* will authorize the settlement payment for the Town of Newton v. Oricchio be applied to Account #1806.
Resolution #92 -2012* will approve bills and vouchers for payment.
Resolution #93-2012* will authorize the sale of the portion of the Railroad Right of Way.
Resolution #94-2012* authorizes the submission of an application for the Action Alliance Grant.
Resolution #95-2012* will authorize the release of Executive Session minutes.
Applications* - there are two applications for your consideration:
- An application for an off-premise raffle from the Newton Memorial Foundation, to be held on Saturday, November 17th at 6:30pm at the Hospital.
- An application for a Special Permit for a Social Affair from the Karen Ann Quinlan Memorial Foundation to be held on Sunday, August 12th at 6:00pm at Krave Café and Caterers.
- Land Use Ordinance – Jessica Caldwell will be in attendance.
- Fire Museum – Tom Kosten of FKA Architects will be in attendance.

THE WEEK IN REVIEW
The Morris Lake Reservoir was 4 inches below the top of the spillway on 5.11.12.
Congratulations to Councilwoman Becker on her re-election and Councilman-elect Dan Flynn on his victory on Tuesday! We look forward to working with them and all Council members.
The Honorable Judge John Mulhern held a meeting this week with us to discuss the new AOC security guidelines for our courtroom that must be implemented. I will send you a memo from our Court Administrator detailing same.
The Water and DPW personnel began work on Tuesday on the watermain project on Moran Street down by Memory Park.
Sparta Town Center - work on the watermain was delayed last Friday due to the pressure test failing on both the 10” and 16” watermains. Repairs were made to the mains earlier this week and the 10” passed the pressure test on Wednesday and the 16” passed the pressure test on Thursday. The bacteria samples were taken on Thursday afternoon and results should be back by Monday. Provided the bacteria samples are acceptable, then the connections will be made on Wednesday, May 16th beginning at 4:00 a.m. to the Newton water system. Newton will be temporarily placed on Sparta’s water system while this occurs.
The State was at Morris Lake today to place bands on the two eagle babies.
