Monday night there will be an Executive Session beginning at 6:30pm and immediately following will be our next regular Town Council meeting @ 7:00pm.  A reminder that the new Chipper and Recycling Truck will be at the Municipal Building at 6:00pm.

APPROVAL OF MINUTES

Lorraine’s office has prepared the minutes from the September 12th Regular meeting for review.

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter.

COUNCIL & MANAGER REPORTS

Tom Kosten of FKA will be in attendance to discuss the status of the testing and remediation for the Newton Fire Museum. 

The Best Practices Inventory Questionnaire is on the agenda as a discussion item as per the State’s requirements.

CONSENT AGENDA

Resolution #194-2012* will concur with the Town Manager’s appointment of two crossing guards for the 2012-2013 school year.  This is in addition to the others that were appointed in August.

Resolution #195-2012* will award the contract for the Proposed Improvements to the Emergency Spillway of Paulins Kill Dam Site #4 to CMS Construction, Inc.

Resolution #196-2012* will change the text and title of an appropriation in the current year budget.

Resolution #197-2012* will cancel current appropriation balances for unexpended monies related to repairs to the municipal building air conditioner.  

Resolution #198-2012* will affirm Change Order No. 1 for the elevator project.

Resolution #199-2012* will accept the Proposed Retaining Wall Project as complete and authorize a change order for an overall reduction in the cost of the project.

Resolution #200-2012* will approve the submittal and execution of a grant application to the NJDOT for the paving of Spring Street.

Resolution #201-2012* will approve executing a shared services agreement for Newton to provide the services of a Qualified Purchasing Agent to Montague Township.

Resolution #202-2012* will accept the Best Practices Inventory Questionnaire and authorize the CFO to forward same to DLGS.

Resolution #203-2012* will approve bills and vouchers for payment.

Resolution #204-2012* will authorize amending the site access agreement for the Newton Armory to extend the deadline to December 31, 2012.

Application* there is one application for your consideration:   

  1. Application for an on-premise raffle (tricky tray & 50/50) from the Pride Foundation to be held on November 9, 2012 at 6:00pm at the Merriam Avenue School.

THE WEEK IN REVIEW

The Morris Lake Reservoir was 30 inches below the top of the spillway on 9.17.12.  The water restrictions are still in effect.

My thanks to everyone who participated in the surprise showers this week for both Janien and Donna.

The Planning Board continued its review of the Martorana townhome development plan and has scheduled a special session in October to continue said review.

Open Enrollment for health benefits is tentatively scheduled for October 15th – November 15th.

The new bakery opened up on Spring Street today to a packed audience of hungry patrons!  We wish them the best of success and are grateful for their presence on Spring Street.

Muggs Media is interested in producing a television show on Newton.  I will keep you apprised of any updates as conditions warrant.

Congratulations to Irene O’Connor on her retirement which begins at the end of business today!  Thank you for all of your hard work over the years and best wishes from all of your friends and co-workers in the Town of Newton!
