APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the February 24th, Special, Regular and Executive meetings for consideration and approval.

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
There is one ordinance for public hearing:
Ordinance 2014-3 is a bond ordinance for funding of the pool improvements.
There is one ordinance for introduction:
Ordinance 2014-4 is a fully funded water and sewer capital improvement ordinance for certain sewer treatment plant modifications.
Resolution #39-2014 will waive the water and sewer utility fees for the Newton First Aid Squad for calendar year 2014.
Resolution #40-2014* will authorize the refund of monies due to an outside lienholder for Block 22.04, Lot 1.
Resolution #41-2014* will approve Change Order No. 1 for the Howard Street, Maple Avenue, Kelsey Avenue, and Hillside Terrace portion of the Paving of Various Streets Project.
Resolution #42-2014* will call on the legislature to make the 2% cap on interest arbitration awards permanent.
Resolution #43-2014* authorize credits due water and sewer utility accounts.
Resolution #44-2014* will authorize a two percent (2%) salary increase for certain non-union employees retroactive to January 1, 2014.
Resolution #45-2014* will approve bills and vouchers for payment.
Resolution #46-2014* will authorize the refund of monies due to an outside lienholder for Block 22.01, Lot 23.

Resolution #47-2014 will authorize going into closed session. I have one topic to discuss: Potential Litigation.
Resolution #48-2014 will award the contract for the Main Pool Filtration System Renovation at Memory Park Swimming Pool.
THE WEEK IN REVIEW
Morris Lake was 16 inches below the top of the spillway on 3.3.14.
The Water Department and DPW repaired a leak on a service line on Wednesday at 157 High Street. Work commenced at 9:00am and was completed by 6:00pm. Today, the crews are repairing a separate 6” watermain break on High Street. My thanks to everyone.
We had two very productive meetings this week regarding the Hicks Avenue Redevelopment. The County will work with us on the necessary traffic light improvements (details/costs TBD) and the design for the development is ready. We are awaiting escrow funds from the developer before I authorize any additional work on same.
Our monthly Statewide Insurance Fund meeting was productive – routine business.
