APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the September 22nd Regular and Executive meetings for consideration and approval.

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORT
A proclamation for Arbor Day in Newton will be read into the minutes.
There is one ordinance for introduction:
Ordinance 2014-21 is a fully funded water sewer capital budget improvement ordinance in the amount of $7,000.00.
There is one ordinance for 2nd reading and public hearing:
Ordinance 2014-20 will re-appropriate unexpended capital funding to use for the Spring Street project.
SID – no update at this time.
Resolution #179-2014* will eliminate post-retirement medical benefits for all non-union full-time or part-time employees hired on or after January 1, 2015.
Resolution #180-2014* will approve the renewal of the taxicab owner’s license for DADS Taxi & Limo.
Resolution #181-2014* will approve the renewal of the taxicab driver’s license for Doragail Spicer.
Resolution #182-2014* will approve the renewal of the taxicab driver’s license for Glenn T. Spicer.
Resolution #183-2014* will approve the renewal of the taxicab driver’s license for Ralph E. Drake.
Resolution #184-2014* will approve the insertion of revenue into the 2014 budget for the Municipal Alliance Grant.
Resolution #185-2014* will cancel grant receivable and appropriated reserve for the Municipal Alliance Grant in the amount of $28.71.
Resolution #186-2014* will place water restrictions for the entire town, due to Morris Lake being 25 inches below the top of the spillway on Monday morning. These restrictions will go into effect Monday, October 20, 2014.
Resolution #187-2014* will authorize the auctioning of an old police vehicle and gun locker on www.govdeals.com.
Resolution #188-2014* will authorize Change Order No. 1 (reduction) for the Improvements to Morris Lake Dam – Phase I.
Resolution #189-2014* will approve bills and vouchers for payment.
Resolution #190-2014* will seek assistance from our legislators, fellow municipalities, and the New Jersey State League of Municipalities on the significant tax-exempt property issue.
Resolution #191-2014* will amend the capital budget. This is done in conjunction with Ordinance 2014-21 above.
There are three applications for consideration:
1. An application for an off-premise raffle (Raffle) from St. Joseph’s Roman Catholic Church, 17 Elm Street, Newton to be held on December 5, 2014 at 3:00 p.m.
2. An application for an off-premise merchandise raffle (Raffle) from Birth Haven, 4 Academy Street, newton to be held on December 15, 2014 at 7:00 p.m. at Birth Haven, 4 Academy Street, Newton.
3. An application for an off-premise raffle (50/50) from Newton Medical Center Foundation, 175 High Street, Newton to be held on May 4, 2015 at 10:00 a.m. at Newton Medical Center, 175 High Street.

THE WEEK IN REVIEW
Morris Lake was 25 inches below the top of the spillway on 10.6.14.
Plans are moving forward on the Hicks Avenue Redevelopment Plan as well as with McGuire’s Redevelopment Plan. I will keep you posted.
I am continuing to work on the SID PowerPoint presentation – same should be ready for our 2nd meeting in November.
Departments have begun the process of entering in their 2015 budget requests.
Routine business was conducted at the monthly Statewide Insurance meeting.
The Newton Country Cool Festival is only a week away – Saturday October 18th from Noon-5pm @ SCCC! Plans are looking good for this inaugural event…now if we can only guarantee sunny and 75 (Thank you Joe Nichols) we are set! Rock on!
