Our next Town Council meeting is Monday, December 8, 2014 at 7:00pm. Just a friendly reminder that prior to the meeting the Annual Christmas Tree Lighting Ceremony in front of the Municipal Building will be held at 6:00pm. Santa will be once again visiting his favorite Sussex County community! An Executive Session follows our regular meeting.
APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the November 24th Special, Regular and Executive meetings for consideration and approval.

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
a. Fee Waiver Request
There are three ordinances for public hearing and adoption:
Ordinance 2014-23 will reappoint Harold E. Pellow & Associates, Inc. as the Town’s municipal engineer for calendar years 2015, 2016 & 2017.
Ordinance 2014-24 will authorize the sale of limited parking spaces for the municipal building parking lot to outside agencies/businesses.
Ordinance 2014-25 will authorize minimum and maximum salaries for employees for 2015.
There is one ordinance for introduction:
Ordinance 2014-26 will authorize the consolidation of the Department of Public Works and the Water and Sewer Department into one DPW.
Resolution #218-2014* will authorize entering into an escrow agreement with Newton Donuts, Inc.
Resolution #219-2014* will establish the Town Council meeting dates for 2015.
Resolution #220-2014* will concur with the Town Manager’s appointment of Special Law Enforcement Officers for 2015.
Resolution #221-2014* will appoint Joseph Carr as the Town’s representative to the Sussex County Water Quality Policy Advisory Committee.
Resolution #222-2014* will designate Debra Millikin as the Public Agency Compliance Officer for 2015.
Resolution #223-2013* will appoint Adam Vough as the Town’s representative to the Sussex County Solid Waste Advisory Committee for 2015.
Resolution #224-2014* will designate Linda A. Roth as our Tax Search Officer for 2015.
Resolution #225-2014* will appoint the Town Manager as Hearing Officer in any matters of dispute for the Town in 2015.
Resolution #226-2014* will appoint Ferraioli, Wielkotz, Cerullo & Cuva (FWCC) as municipal auditors for 2015.
Resolution #227-2014* will authorize an agreement with FWCC for auditing of the LOSAP program.
Resolution #228-2014* will authorize an agreement between the Town of Newton and the Newton Parking Authority for 2015.
Resolution #229-2014* will designate the NJ Herald and NJ Sunday Herald to receive notices in compliance with the NJ Open Public Meetings Act for 2015. This is for posting of meetings.
Resolution #230-2014* will designate the NJ Herald and NJ Sunday Herald as legal newspaper for the Town for 2015. This is for legal advertisements.
Resolution #231-2014* will designate the Town Manager as the National Organization on Disability Representative for the Town for 2015.
Resolution #232-2014* will establish the rate of interest to be charged for delinquent taxes.
Resolution #233-2014* will cancel small balances of property tax refunds or delinquencies in the amounts less than $10.00.
Resolution #234-2014* will appoint members of the Local Emergency Planning Committee.
Resolution #235-2014* will designate the Town Manager, Treasurer and CFO to sign checks in 2015.
Resolution #236-2014* will reappoint Kellen Murphy, Esq., and Glenn Gavan, Esq., as hearing officers related to disorderly tenant disputes.
Resolution #237-2014* will authorize the Tax Assessor, Town Attorney and Town Manager to act on the Town’s behalf with regard to tax appeals for 2015.
Resolution #238-2014* will designate the CFO/Finance Director as the individual authorized to sell Bond Anticipation Notes.
Resolution #239-2014* will authorize executing an agreement for animal control and pound services with Wantage Township.
Resolution #240-2014* will appoint Helen R. Le Frois as an alternate member of the Planning Board.
Resolution #241-2014* will reappoint Dr. Nancy Craddock to the Advisory Board of Health.
Resolution #242-2012* will transfer school monies for the period 1/1/15 – 6/30/15.
Resolution #243-2014* will authorize executing an agreement with Daniel P. Agatino, J.D., Ph.D., to serve as Deputy Municipal Public Defender.
Resolution #244-2014* will designate the banks we use as depositories for 2015.
Resolution #245-2014* will appoint Keith Mitchell as the Town’s Insurance Agent for 2015.
Resolution #246-2014* will appoint Marge Caffrey as the Senior Citizen Coordinator for the Town for 2015. This appointment is given to the President of the Prime Time Seniors; Marge is running unopposed for 2015.
Resolution #247-2014* will reappoint Harry Kaplan as a Class ‘C’ member of the Historic Preservation Commission.
Resolution #248-2014* will reappoint Gary Marion and Kent Hardmeyer to the Planning Board.
Resolution #249-2014* will authorize reimbursement for personal vehicle use to certain employees.
Resolution #250-2014* will authorize the release of Executive Session minutes for public viewing.
Resolution #252-2014* will reappoint Kenneth Teets as Emergency Management Coordinator for 2015, 2016 & 2017.
Resolution #253-2014* will appoint Jarrod C. Cofrancesco, Esq., as Newton’s alternate municipal prosecutor.
Resolution #254-2014* will appoint Jessica C. Caldwell as Town Planner for 2015.
Resolution #255-2014* will authorize entering into an interlocal agreement with Green Township for the consolidation of each independent court operations. We are very excited about this new shared service venture with our friends in Green.
Resolution #256-2014* will approve the initial taxicab owner’s license for Luis I. Arrazola for Champion Limo Service, Corp.
Resolution #257-2014* will approve the initial taxicab driver’s license for Luis I. Arrazola.
Resolution #258-2014* will reappoint David B. Simmons as Water Engineer for 2015.
Resolution #251-2014 will authorize the release of Executive Session minutes for public viewing.

Resolution #259-2014 will authorize going into closed session. I have two topics to discuss under Personnel – Town Manager’s Annual Performance Evaluation and CWA Layoffs.
THE WEEK IN REVIEW
Morris Lake was 30 inches below the top of the spillway on 12.1.14.
Performance evaluations are ongoing with staff members.
All budget hearings with department heads have been completed. Thank you to everyone for their hard work and participation in same.
Tracy coordinated an in-service training session today for the upcoming merger between W/S and DPW. It was a very productive ½ day session and the discussions will continue throughout December with another meeting schedule in January.
