APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the July 18th Regular and the August 10th Executive meetings for consideration and approval.

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
Ms. Tricia Nikiel, Municipal Division Manager, will be in attendance to discuss/review the new Court reform.
There are two ordinances for public hearing and adoption:
Ordinance 2016-8 will amend the Property Maintenance Code as discussed.
Ordinance 2016-10 will extend the tax abatement program in the Historic District for another five years.
There are two ordinances for introduction:
Ordinance 2016-11 will establish parking and traffic regulations for Straway Boulevard as recommended by the Chief of Police and Town Engineer.
Ordinance 2016-12 is a fully-funded bond ordinance for Madison Street improvements.
Resolution #133-2016* will cancel outstanding checks in the municipal court accounts.
Resolution #134-2016* will concur with the recommendation of the Utility Advisory Board in the allocation of water and sewer fees for RPM Development.
Resolution #135-2016* will authorize credits due a water and sewer utility account.
Resolution #136-2016* will concur with the recommendation of the Utility Advisory Board in the allocation of water and sewer fees for Dunkin’ Donuts.
Resolution #137-2016* will authorize approval of a Positive Pay Service Agreement with Lakeland Bank.
Resolution #138-2016* will accept the Light Project for Spring Street, Moran Street, Union Place and Main Street as final and complete as recommended by the Town Engineer.
Resolution #139-2016* will approve the purchase of 700’ of 6’ high black chain link fence for the reservoir on High Street.
Resolution #140-2016* will authorize entering into a professional services agreement with FKA Architect for the Firehouse #2 construction project.
Resolution #141-2016* will authorize entering into a professional services agreement with Harold Pellow & Associates, Inc., for the Firehouse #2 construction project.
Resolution #142-2016* will award the bid for the Fox Hollow Transmission Main Replacement Project.
Resolution #143-2016* will authorize executing a developer’s agreement with RPM Development (Newton Town Centre Urban Renewal Associations, L.P.).
Resolution #144-2016* will authorize the execution of a Community Service Contribution Agreement with AHS/Newton Medical Center.
Resolution #145-2016* concur with the Town Manager’s appointment of School Crossing Guards for the 2016-2017 school year.
Resolution #146-2016* will authorize executing a PILOT agreement with Sussex County Habitat for Humanity.
Resolution #147-2016* will authorize a capital budget amendment; this is done in conjunction with Ordinance 2016-12 above.
Resolution #148-2016* will confirm the refund of redemption monies to an outside lien holder for 8-10 New Hampshire Street.
Resolution #149-2016* will authorize the execution of loan documents for the $50,000 loan and other pertinent actions with Newton Town Centre Urban Renewal Associates, L.P. (RPM Development).
Resolution #150-2016* will authorize the execution of loan documents for the $45,000 loan and other pertinent actions with Newton Town Centre Urban Renewal Associates, L.P. (RPM Development).
Resolution #151-2016* will authorize bills and vouchers for payment.
Applications* there are three applications for consideration:
1. An application for an on-premise raffle (50-50) from the Pride Foundation, Inc. to be held on September 9, 2016 at 7:00 pm; September 23, 2016 at 7:00 pm; October 14, 2016 at 7:00 pm; October 28, 2016 at 7:00 pm; November 11, 2016 at 7:00 pm; November 18, 2016 at 7:00 pm; December 6, 2016 at 6:00 pm; December 13, 2016 at 6:00 pm; and December 20, 2016 at 6:00 pm at 44 Ryerson Avenue, Newton.
2. An application for an off-premise raffle (merchandise) from the Newton Medical Center Foundation to be held on November 12, 2016 at 6:30 pm at 175 High street, Newton.
3. An application for special permit for social affair from the Karen Ann Quinlan Memorial Foundation to be held on October 16, 2016 from 6:30 pm to 10:30 pm at 102 Sparta Avenue, Newton, NJ.

THE WEEK IN REVIEW
Morris Lake is 30 inches below spillway. Water restrictions are still in place.
Work continues on the bus stop bench area on Trinity Street.
The Planning Board approved a new digital sign board at The Mitchell Agency.
