APPROVAL OF MINUTES
Lorraine’s office has prepared the minutes from the October 16, 2019 Regular meeting for your consideration and approval.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes and they are limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may or may not choose to comment after the entire public portion has concluded.
COUNCIL & MANAGER REPORTS
Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.
Fred Margron, David Simmons, Kenny Jaekel, and Joe Carr will be in attendance to discuss our 10-year Water Sewer Capital Budget Plans.
There is one ordinance for 2nd reading and public hearing:
Ordinance 2019-10 will incorporate the State Police Schedule of Service for towing into the Town’s ordinances.
There are three ordinances for introduction:
Ordinance 2019-11 will revise our current LOSAP ordinance for 2020 to allow for annual adjustments based on the Consumer Price Index.
Ordinance 2019-12 is a fully funded Water Sewer Capital Improvement ordinance for the acquisition of a new utility truck for Mr. Jaekel.
Ordinance 2019-13 will fund the 2011 Trail Grant project.
Resolution #212-2019* will insert $24,000.00 into to the 2019 Budget from the 2012 Recreational Trail Grant program.
Resolution #213-2019* will authorize credits due a water and sewer utility account.
Resolution #214-2019* will cancel monies unexpended for the Gardner Ave Well Study into the Capital Improvement Fund.
Resolution #215-2019* will amend the Water Sewer Capital Budget to allow for the purchase of a utility truck. This resolution is done in conjunction with Ordinance 2019-12 and Resolution #214-2019.
Resolution #216-2019* will approve the payout of vacation and sick leave time for Dawn L. Babcock upon her retirement.
Resolution #217-2019* will approve the payout of vacation and sick leave time for James Sisco upon his retirement.
Resolution #218-2019* will authorize an amendment to the capital budget for the 2011 Trail Grant. This resolution is done in conjunction with Ordinance 2019-13 above.
Resolution #219-2019* will approve bills and vouchers for payment.
I will brief you on the Best Practices worksheet and give an overview on the Parking Authority.

Resolution #220-2019 will authorize going into closed session to discuss part 1 of my Annual Performance Review.
THE WEEK IN REVIEW
Morris Lake is 16 inches below the top of the spillway as of October 21, 2019.
Out friends from the Market Street Mission in Morristown visited this week to chat about the possibility of a location in or near Newton for this 130-year old institution. I will keep you posted.
Routine business discussed at the monthly HIF meeting in Randolph.
Today was the kickoff for the annual PSS Toy Drive in Newton.
