APPROVAL OF MINUTES

The Clerk’s office has prepared for your consideration and approval the minutes from:

a.     May 10, 2021 – Regular Meeting

PRESENTATION

Danielle M. Zito, of Family Promise of Sussex County, will be in attendance to do a brief presentation on the Homeless Trust Fund.

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter. Council may choose to comment after the entire public portion has concluded.

COUNCIL & MANAGER REPORTS

Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.  There are two (2) Proclamations to be noted for the record for Eagle Scouts, Tyler Paul Hermes and Travis Charles LeMasson.

UNFINISHED BUSINESS

ORDINANCES

There are three (3) ordinances for 2nd Reading and Public Hearing:

Ordinance 2021-7 is a bond ordinance for the various capital improvements included in this year’s budget.

Ordinance 2021-8 will amend Chapter 320-4 “General Provisions” of the Town Code to create setback exemptions for wheelchair ramps in all zones.

Ordinance 2021-9 will amend the fee for Bulk Pickup Permits.

There is one (1) ordinance for Introduction:

Ordinance 2021-10 will amend the current salary ordinance to reflect upcoming changes in personnel.

CONSENT AGENDA

Resolution #120-2021* will refund monies to an outside lienholder for 8 Lincoln Place.

Resolution #121-2021* will award Bid 5-2021 to Highway Equipment for the Tow Behind Screener/Shredder.

Resolution #122-2021* will concur with the appointment of Dale Mabee as a School Traffic Guard.   

Resolution #123-2021* will appoint Jeff Stabile as Temporary Zoning Officer while Kathy Citterbart is out on medical leave.  

Resolution #124-2021* will approve an initial application for a taxicab driver’s license.

Resolution #125-2021* will concur with the appointment of a new Police Officer Jordan M. Harvey.

Resolution #126-2021* will approve bills and vouchers for payment.   

DISCUSSION

There is one (1) item for discussion:

1.     A draft ordinance on Cannabis licensing.  A copy of the draft ordinance from our Town Planner and Town Attorney has been shared on the Google Drive with you.

THE WEEK IN REVIEW

Morris Lake is even with the top of the spillway as of May 17, 2021.

The job ad for P/Z Administrator/Zoning Officer has been posted.

A second appeal was presented for Recreation to the subcommittee established by ordinance.  The appeal was reviewed and approved with certain conditions.

Congratulations to Kimberly Williams, she was named the 2020 Chamber Member of the Year at the GNCC’s awards dinner this past Tuesday night!  It is a well-deserved recognition for all of her hard work throughout the year!
