A reminder that Municipal Offices will be closed on Friday, June 18, 2021 in recognition of the Juneteenth (6/19) Holiday.

You have each been emailed the webinar ID and password for our next Town Council meeting on Monday, June 14, 2021 at 7:00pm.  The same has been posted on our website.  A reminder there will be two interviews with individuals interested in serving on one our Boards/Commission beginning at 6:30pm.  It will be the same Zoom login information.

PUBLIC HEARING

As a part of the Urban Parks Grant Application a public hearing must be held.  The purpose of the public hearing is to review the project for consistency with established needs and planning objectives, discuss the Town’s commitment to maintain the proposed park, and to gather public input in the project planning process.  The Town is proposing to apply for a $600,000 grant for its Babe Ruth Project which proposes to improve ballfields in the Town of Newton’s Memory Park.

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter. Council may choose to comment after the entire public portion has concluded.

COUNCIL & MANAGER REPORTS

Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.  There is one Proclamation to be noted for the record for the Arbor Day Celebration which took place on June 5, 2021.

UNFINISHED BUSINESS

ORDINANCES

There is one (1) ordinance for 2nd Reading and Public Hearing:

Ordinance 2021-10 will amend the current salary ordinance.

There are two (2) ordinances for Introduction:

Ordinance 2021-11 will amend the Town’s “Smoking Policy” to add the prohibition of smoking cannabis.

Ordinance 2021-12 will regulate the cultivation, processing, sales, and distribution of legal cannabis within the Town of Newton.

RESOLUTION(S)

Resolution #127-2021 will approve the accumulate comp-time payout for Chief VanNieuwland for his time in the Detective Bureau. (Councilman Couce and Councilwoman Teets will recuse)

Resolution #128-2021 will transfer school monies. (Mayor Dickson will recuse)

CONSENT AGENDA

Resolution #129-2021* will approve the insertion of grant monies received in the amount of $2,150.00 from the Statewide Insurance Fund for grant funding toward the purchase of One Emist EPIX 360 Disinfectant Sprayer, 26 Swiss Safe 5-in-1 Car Safety Hammer: Emergency Escape Tool with Car Window Breaker and Seatbelt Cutter, and 5 Patrol Vehicle Trauma Kits with Combat Gauze.   

Resolution #130-2021* will approve the application for a grant through the Department of Environmental Protection Green Acres Program, Urban Parks initiative, in the amount of $600,000 for the Memory Park Babe Ruth project.

Resolution #132-2021* authorizes entering into negotiations for recycling receipt and marketing since no bids were received on two separate occasions

Resolution #133-2021* will designate June as “LGBTQ Pride Month” in the Town of Newton.

Resolution #134-2021* will refund monies to an outside lien holder for 29 Hillside Terrace.

Resolution #135-2021* will approve the insertion of monies received in the amount of $16,361.87 for the Clean Communities Grant.

Resolution #136-2021* will authorize the redemption of a Town held lien for 29 Slate Hill Road.

Resolution #137-2021* will authorize a credit due a water and sewer utility account.

Resolution #138-2021* will renew the plenary retail consumption liquor licenses for the 2021-2022 permit year.

Resolution #139-2021* will renew the plenary retail distribution liquor licenses for the 2021-2022 permit year.

Resolution #140-2021 will approve bills and vouchers for payment.

THE WEEK IN REVIEW

Morris Lake is 1 inch above the top of the spillway as of June 7, 2021.

We hosted the first of two COVID-19 vaccination clinics here at Town Hall.  Our thanks to our County partners for coordinating the same.

The Pool opens next week!  Awesome!

The job ad for P/Z Administrator/Zoning Officer has been posted.
