APPROVAL OF MINUTES
The Clerk’s office has prepared for your consideration and approval the minutes from July 18, 2022 – Regular Meeting and Executive Session.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan to stay for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded. Comments from the public will be both in-person and via Zoom.

Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.
ORDINANCES
There are two (2) ordinances for Second Reading:
Ordinance 2022-17 is an ordinance to amend, revise, and supplement Chapter 49 of the Town Code entitled “Alcoholic Beverages” and Chapter 234 of the Town Code entitled “Sidewalk Cafes”.
Ordinance 2022-18 is a bond ordinance providing an appropriation of $894,909 for the acquisition of a fire truck with accessories in and by the Town of Newton and authorizing the issuance of $474,909 bonds or notes of the Town for financing part of the appropriation.
There is one (1) ordinance for Introduction:
Ordinance 2022-19 provides funding for renovation of the Fire Museum for the Town of Newton and appropriates $25,000 for such purpose.
CONSENT AGENDA
If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all the Consent Agenda items.
Resolution #183-2022* will certify the Town of Newton Annual Audit.
Resolution #184-2022* will affirm the issuance of a $2,750,510 Bond Anticipation Note.
Resolution #185-2022* will authorize an emergency repair of fire panel at Newton Water Filtration Plant.
Resolution #186-2022* will authorize fire personal protective equipment and accessories contract pursuant to New Jersey State Contract – Division of Purchase and Property Number T0790.
Resolution #187-2022* authorizes award of contract to Creative Bus Sales through HGAC National Cooperative Contract #BT01-21 for a 2023 Ford E-450 20-passenger, 2-wheelchair bus.
Resolution #188-2022* will approve a Cooperative Purchasing Contract, Roofing & Building Envelope Services – BID ESCNJ/AEPA-21D to Weatherproof Technologies (Tremco).
Resolution #189-2022* will authorize Tax Collector to refund a tax overpayment for 22 Hamilton Street.
Resolution #190-2022* will refund redemption monies to outside lien holder for Block 19.04, Lot 12, also known as 91 Mount View Street.
Resolution #191-2022* will approve vacation and sick leave time payout for Scott King.
Resolution #192-2022* will approve vacation, sick leave, and accumulated compensatory time payout for Thomas Tosti.
Resolution #193-2022* will award bid to ADS Contractors, LLC for ADA ramps and signage for Newton High School on Ryerson Avenue.
Resolution #194-2022* will award bid to ADS Contractors, LLC for proposed improvements to Lawnwood Avenue, Nelson Street, and East Clinton Street project.
Resolution #195-2022* will cancel Capital Appropriation Balances in the General Capital Fund.
Resolution #196-2022* will authorize the award of a required Disclosure Contract with Planet Networks for a public speaker system (as part of the NPP Grant Program) to include sound equipment, speaker installation, and maintenance services for Spring Street.
Resolution #197-2022* will award contract for fencing services to Challenger Fence Company through the Morris County Cooperative Pricing Council.
Resolution #198-2022* will authorize credits due water and sewer utility accounts.
Resolution #199-2022* will authorize disposal of surplus property – Public Works vehicles.
Resolution #200-2022* will approve the execution of a Shared Services Agreement with Frankford Township to provide Animal Control services through December 31, 2023.
Resolution #201-2022* will authorize the conditional designation of Caruso Redevelopment Group, LLC as redeveloper of the Hicks Avenue Redevelopment Area and the Paterson Avenue Redevelopment Area in the Town of Newton.
Resolution #202-2022* will award the contract for proposed resurfacing of Dunn Place project to Tilcon New York, Inc. through the Morris County Cooperative Pricing Council.
Resolution #203-2022* will approve bills and vouchers for payment.
THE WEEK IN REVIEW
As of August 12, 2022, Morris Lake is 17 inches below the top of the spillway.
Mental health professionals from Newton Medical Center will be here at 11:30am on Monday, August 15th in the Council Chambers. Separate email from HR will provide more details on the same.
Tomorrow (Saturday, August 13th) is our next concert at Memory Park – Naughty Humphrey at 7:00pm!
We are meeting next week with our EV Charging station partner to determine next steps – several of our grant applications were approved and some were not.
I will be continuing work on modifications to the security, parking, and fencing at the Municipal Building.
We are meeting next week with a vendor who may be able to assist us as we plan on a large public mural in Town for the 2023 NPP grant program year.
The Planning Board will be hearing the application of the cannabis retailer proposed for the old Carpet Gallery Building.
The Fall Newsletter has gone into production – thank you to everyone for your submittals.
A few more weeks remain in the Newton Town Pool season.
On August 26th we will host our last movie night of the summer season – King Richard will play at 8:00pm at Memory Park.
The new Parking kiosks have been installed in the four locations – to be operational with the new rates in September.
On Monday, September 12th, the GNCC will host the annual Taste of Newton event in Central Plaza – only 400 tickets will be available so check out their website for more information.
