Our next regular Town Council meeting (in person and via Zoom – Hybrid Regular Meeting) is Wednesday,September 14, 2022, beginning at 7:00pm. 


APPROVAL OF MINUTES

The Clerk’s office has prepared for your consideration and approval the minutes from August 15, 2022 – Regular Meeting.

 

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan to stay for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded. Comments from the public will be both in-person and via Zoom.

 

COUNCIL & MANAGER REPORTS

Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently. 

 

ORDINANCES

There is one (1) ordinance for Second Reading:

 

Ordinance 2022-19 provides funding for engineering and architectural services related to the interior renovation of the Fire Museum for the Town of Newton and appropriates $25,000 for such purpose.

 

There is one (1) ordinance for Introduction:

 

Ordinance 2022-20 provides funding for upgrades and replacements of the Water Filtration System for the Town of Newton and appropriates $500,178 for such purpose.

 

CONSENT AGENDA

If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all the Consent Agenda items. 

 

Resolution #204-2022* will insert Special Items of Revenue in the 2022 Town of Newton Budget.

 

Resolution #205-2022* will designate proprietary the Bid of Membrane Filtration Equipment and Accessories at the Morris Lake Water Treatment Plant.

 

Resolution #206-2022* will refund monies for taxes due to a County Tax Court Judgement for Block 7.07, Lot 7, also known as 100 B Main Street.

 

Resolution #207-2022* will authorize entry into a Commodity Resale Agreement for Gasoline and Diesel Fuel with Hopatcong Board of Education and authorize the Town Manager and Municipal Clerk to execute same on behalf of the Town of Newton.

 

Resolution #208-2022* will authorize the Town of Newton to enter into a Shared Services Agreement with the County of Sussex for the relocation of Newton’s water main for the replacement of Sussex County Bridge Q-06 carrying Main Street in Sparta.

 

Resolution #209-2022* will approve bills and vouchers for payment.

 

EXECUTIVE SESSION

Resolution #210-2022 will discuss Attorney-Client Privilege with regards to the potential or anticipated litigation – Sustainable Asset Management, LLC.


THE WEEK IN REVIEW

As of September 9, 2022, Morris Lake is 20 inches below the top of the spillway.

 

Several of us attended the wonderful ribbon cutting and dedication at the new Thorlabs building. We are grateful for their continued investment in our community and look forward to their next project at EJ Brooks Plaza.

 

We held a video conference meeting this week with JCP&L to discuss their remediation of the MGP site behind Tri-State Rentals.

 

Discussions are ongoing between the Town and SCCC regarding the McGuire’s Redevelopment Project.
