Our next regular Town Council meeting (in person and via Zoom – Hybrid Regular Meeting) is Monday, November 28, 2022, beginning at 7:00pm. 

 

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan to stay for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded. Comments from the public will be both in-person and via Zoom.

 

COUNCIL & MANAGER REPORTS

Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently. 

 

ORDINANCES

There are six (6) ordinances for Second Reading/Public Hearing:

 

Ordinance 2022-24 amends, revises, and supplements Chapter 213 of the Town Code, entitled “Property Maintenance” to add Article IV, “Lead-Based Paint Testing”.

 

Ordinance 2022-25 amends, revises, and supplements Chapter 228 of the Town Code, entitled “Sewer and Water”, Article IV “Water and Sewer Rates”, most notably Section 228-10, entitled “Billing and Collecting”.

 

Ordinance 2022-26 establishes minimum and maximum salaries and wages for officers and employees of the Town of Newton for calendar year 2023.

 

Ordinance 2022-27 amends, revises, and supplements Chapter 100 of the Town Code, entitled “Fees and costs”, most notably Section 100-2 “Peddling and soliciting”; Section 100-5 “Special sales”; Section 100-10 “Clothing bins”; Section 100-13 “Animals”; Section 100-14 “Taxicabs and limousines”; and Section 100-24 “Miscellaneous fees and charges”; and other related Town Code provisions.

 

Ordinance 2022-28 provides an appropriation of $97,150 for various capital improvements in and by the Town of Newton and authorizes the issuance of $92,150 bonds or notes of the Town for financing part of the appropriation.

 

Ordinance 2022-29 provide a reappropriation of $90,421 for improvements for various other capital items.

 

There is one (1) ordinance for Introduction:

 

Ordinance 2022-30 amends, revises, and supplements Chapter 213 of the Town Code of the Town of Newton, Entitled “Property Maintenance”, More Specifically Adding a New Article V, Entitled “Business and Residential Rental Unit Registration and Liability Insurance”.


CONSENT AGENDA

If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all the Consent Agenda items. 

 

Resolution #258-2022* will cancel Trust Police Outside Service escrow balances.

 

Resolution #259-2022* will accept as final and complete the Proposed Resurfacing of Dunn Place Project and authorize final paperwork be prepared.

 

Resolution #260-2022* rejects all bids for Chemical Supply Bid Newton Water/Sewer Utilities Bid #16-2022.

 

Resolution #261-2022* will authorize credits due water and sewer utility accounts.

 

Resolution #262-2022* will insert Special Items of Revenue in the 2022 Town of Newton Budget Pursuant to N.J.S.A. 40A:4-87 (C. 159, PL 1948).

 

Resolution #263-2022* will approve a renewal application for Taxicab Owner’s License for Doragail Spicer t/a DADS Taxi & Limo.

 

Resolution #264-2022* will approve a renewal application for Taxicab Driver’s License for Doragail Spicer.

 

Resolution #265-2022* will approve a renewal application for Taxicab Driver’s License for Glenn T. Spicer.

 

Resolution #266-2022* authorizes award of Bid 11R-2022, Camera and Panic Button Installation Bid to Commercial Technology Contractors Inc.

 

Resolution #267-2022* amends the Capital Budget.

 

Resolution #268-2022* will approve 2022 appropriations transfers.

 

Resolution #269-2022* will approve bills and vouchers for payment.

 

EXECUTIVE SESSION

Resolution #270-2022 provides for a Meeting Not Open to the Public in Accordance with the Provisions of the New Jersey Open Public Meetings Act, N.J.S.A. 10:4-12.
