Our next regular Town Council meeting (in person and via Zoom – Hybrid Regular Meeting) is Monday, December 11, 2023, beginning at 7:00pm. 

 

APPROVAL OF MINUTES

The Clerk’s office has prepared for consideration and approval the minutes from November 13, 2023 – Executive Session, November 27, 2023 - Regular Meeting, and November 27, 2023 – Executive Session.

 

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan to stay for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all who wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded. Comments from the public will be both in-person and via Zoom.

Harold E. Pellow – recognizing his 56 years of service to the Town of Newton as we transition in 2024 to a new municipal engineer.

CONSENT AGENDA

If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all the Consent Agenda items. 

 

Resolution #274-2023* supports the Implementation Plan of the Neighborhood Preservation Program for 2024.

 

Resolution #275-2023* insertion of Special Items of Revenue in the 2023 Town of Newton Budget Pursuant to N.J.S.A. 40A:4-87 (C. 159, PL 1948).

 

Resolution #276-2023* authorizes a credit due a Water and Sewer Utility account.

 

Resolution #277-2023* authorizes contracts with certain approved State Contract Vendors, Northeast Communication and Zetron.

 

Resolution #278-2023* authorizes and schedules a Special Meeting for January 8, 2024.

 

Resolution #279-2023* approves 2023 Appropriation Transfers.


Resolution #280-2023* approves 2023 Appropriation Transfers in Water/Sewer.

 

Resolution #281-2023* authorizes the Mayor to conduct Ceremonial Proceedings from January 1, 2024 through the January 4, 2024 Reorganization meeting.

 

Resolution #282-2023* authorizes a refund payment for annual standpipe/sprinkler fees.

 

Resolution #283-2023* authorizes Change Order No. 1 for a time extension for the Drainage Improvements contract at Memory Park.

 

Resolution #284-2023* approves Bills and Vouchers for payment.

 

Resolution #287-2023* authorizes Change Order No. 1 for ADA Ramps and Signage for the West Nelson Street and Division Street project. This is a reduction.

 

RESOLUTION

Resolution #285-2023 refunds redemption monies to the outside lien holder for Block 22.09, Lot 7, also known as 27 Orchard Street.

EXECUTIVE SESSION

Resolution #286-2023 provides for a Meeting Not Open to the Public in Accordance with the Provisions of the New Jersey Open Public Meetings Act, N.J.S.A. 10:4-12.

Morris Lake is 2 inches below the top of the spillway.

 

Department Head performance evaluations will be conducted next week.

 

I want to thank everyone who participated in the 2024 Budget Hearings.

 

I have reviewed and modified the 2024 Pool Staff salaries.

 

The next legendary Tom Talk Guest on Thursday, December 14th at 10:30am will be the County Surrogate, Gary Chiusano!

 

Municipal offices close at Noon on Friday, December 15th for the staff holiday party.
